Title: Energy inefficiency in the private rental sector in England and Wales

Like many countries globally, the private rental sector in England and Wales contains some of the poorest quality and least energy efficient properties, despite being home to many of the most vulnerable households. Energy inefficiency is a key mechanism for restorative energy justice in the sector, addressing challenges of energy poverty and climate change. Using new property-scale Energy Performance Certificate (EPC) data this talk will analyse detailed characteristics for over 3.9 million private rental properties (~78.8% of total sector), the most comprehensive dataset of its kind. Unsupervised k-means clustering is applied to generate new small-area indicators (~125 households) of energy efficiency in the private rental sector. We will discuss energy inequalities in the sector and consider place-based and universal policy responses.
