In March 1889 the Naval Defence Act was passed by the House of Commons, the only time in British history that naval or military strength has been subject to an Act of Parliament. Why 1889? What was going on in the apparently quiet serenity of the Victorian age to demand such an extraordinary piece of legislation? The standard view expressed by Arthur Marder and others states that the Navy steadily weakened after 1868 and a worsening international situation demanded such an Act.
