The Temporary Resourcing Unit includes Casual Claims, the Temporary Staff Bank and the IR35 procedure. The team work from home most of the week, and can be contacted via email, or individually on Teams. When on campus, we are located in Northcote House.

Temporary Resourcing Team Leader (Casual Claims and Temporary Staff Bank)

I manage the Temporary Resourcing Unit on a Monday, Tuesday, Wednesday and Thursday, ensuring our Temporary Resourcing Processes are maintained in line with University policies and external regulations. I act as a point of contact for our workers and recruiting managers, and am responsible for the line management of the Temporary Resourcing Team.
I joined the University in March 2014 in the role of Temporary Staff Bank Assistant, and moved to my current role in March 2015.
I graduated from the University of Exeter with a BSc in Exercise and Sport Sciences in 2009, and again in 2010 with an MSc in International Management. Prior to joining the University I worked in Recruitment based roles for both public and private organisations.
I am dedicated to ensuring our casual workers have a positive experience working for the University. If you (as a worker or a manager) have any questions or feedback regarding our processes I would love to hear from you.

Colin Hewitt-Bell
Temporary Resourcing Team Leader (Casual Claims and Temporary Staff Bank)
As the Functional Lead on the Temporary Resourcing Project I work with all the Colleges and Services with regard to Temporary Resourcing, reviewing and implementing changes to all the relevant processes and systems. I also cover the Temporary Resourcing Team Leader role when required acting as a point of contact for the Casual Claims, Temporary Staff Bank, eClaims, right to work, casual worker DBS, reporting and claims payroll queries.
I joined the University in June 2015, initially as the Temporary Staffing Transformation Manager, briefly covering a vacant Recruitment lead role and as the Temporary Resourcing Team Leader covering maternity leave.
Prior to joining the University I was a Director of a Recruitment company, worked in Business engagement, Recruitment, Systems and Finance in both the Private and Public sectors.
I am always looking at ways to streamline and continuously improve our temporary resourcing systems and processes and would welcome any feedback on where improvements could be made.

Nicola Facey
Temporary Resourcing Advisor (IR35 & UEBS)

I am the main point of contact for all IR35 queries, and make decisions determining the employment status of off payroll workers following a full review of necessary documentation, in cases where the temporary workers wish to be treated as self-employed suppliers of services.
I also act as the main point of contact and lead on the administration of the engagement of casual workers to the Business School, including students, self-employed suppliers and Foreign Academic Visitors.
I also provide general eClaims support, deal with Right to Work, and assist with DBS.
I joined the University in January 2014, initially as an Administrator for the Researcher Development Team and the Athletics Union, progressing to the Temporary Resourcing Team in August 2015.
Prior to joining the University I was a Revenue Officer for HMRC for over 20 years and have extensive experience in PAYE, Self-Assessment, VAT, Corporation Tax, Residency and Debt Management.
I graduated from the University of Reading with a BA (Hons) in Sociology.

Temporary Resourcing Administrator (IR35 & UEBS)

I work alongside Nikki Facey on the administration of the engagement of casual workers to the Business School, and the IR35 procedure.
I have worked at the University since 2017, having previously been the Temporary Resourcing Administrator (Claims Payroll) in this team, and also a Payroll Administrator in the Pay and Benefits Team. I was also engaged initially as a temporary worker myself, via the Temporary Staff Bank.
I am able to support Managers and Workers with queries relating to the IR35 procedure, the casual claims process, right to work, payroll and the eClaims system.
My usual working hours are Tuesday afternoon, Wednesday and Thursday mornings and all day Friday.

Temporary Resourcing Administrator (Claims Payroll)
I initially joined the team as a temporary worker, assisting with the administration for the Temporary Staff Bank, before moving into my current role.
My primary role with the team is to process the casual claims monthly payroll and be the first point of contact for any casual worker queries relating to payroll matters. I can also assist and support casual workers or managers on any queries relating to Right to Work, the casual claims process, our timesheet management system (eClaims) and also the casual workers’ pension scheme NEST.
