A - General Regulations for Students
1 | General Principle |
1.1 | All students are required as a condition of registration to abide by and submit to these General Regulations and to other Regulations and Procedures approved and amended by the University from time to time relating to conduct and attendance while they remain students of the University. |
2 | Attendance |
2.1 | All students must be in attendance as appropriate to their programme of study by the first day of term and must remain in attendance until the last day of term. |
2.2 | No student may be absent from classes or other assigned academic activities except for illness without prior permission from the College Dean concerned. |
2.3 | Students who wish to withdraw from the University during term will normally be required to give one week's notice to the Faculty concerned. |
2.4 | A student who is prevented by illness from attending classes must complete, sign and send to the College a certificate. After seven successive days of illness the student must ensure that a certificate signed by a medical practitioner or other supporting evidence is submitted.[1] |
2.5 | Students must present themselves punctually for University examinations in accordance with instructions given to them. A student who is prevented by illness from attending any examination or part of any examination must ensure that a certificate signed by a medical practitioner or other supporting evidence is sent to the College concerned. |
3 | Residence |
3.1 | Students may live either in University halls of residence or in University self-catering accommodation, if available, or in accommodation of their own. Separate Regulations applicable to University residences may be found in section B. |
4 | Registration |
4.1 | Each year, every student, whether full-time of part-time, and whether following a programme for an award or for any other reason, must complete University registration procedures. |
4.2 | Students who without good reason fail to register at the appointed time will be required to pay the designated Late Fee charges. |
4.3 | Students may not change their programme of study or vary the date for sitting examinations without prior permission which should be sought from the Dean(s) of College concerned and from the appropriate Admissions Office. |
4.4 | Any alteration in the particulars given on the Registration Form, and especially in respect of home and term-time addresses, must be notified without delay to Registry Services or, in the case of students on programmes based at the Cornwall Campus, to the Academic Support Unit. |
4.5 | Students whose payments to the University are in arrears by more than one term are not permitted to continue on programmes or proceed to the dissertation stage unless a payment extension has been granted in writing by the Fees Office. Upon receipt of formal notice from the Academic Registrar and the Head of Treasury, a student can be required to withdraw from all programmes immediately. Where there are arrears at the end of an academic year a student's existing registration will be deemed cancelled, unless an extension in writing has been granted by the Student Fees Controller. |
5 | General Conduct |
5.1 | Students are expected to conform to a reasonable standard of behaviour and may be subject to disciplinary action by the University where they fail to do so including where such failure brings the name of the University into disrepute. |
5.2 | Where a breach of that standard of behaviour threatens the safety of other students and/or of staff or disrupts the learning experience of other students, a student may be required to withdraw from a specific class (or other learning activity, which may or may not be residential) with immediate effect by the member of academic staff responsible for that class. Any such requirement shall be reported without delay to the student's College Dean who, after consultation with the member of staff concerned, shall meet the student (save in exceptional circumstances that prevent this from happening) to discuss, and attempt to resolve, the issue that led to the incident. The student may be accompanied at the meeting by a person who shall normally be a current member of the University. The Head shall arrange for a record to be kept of the outcome of the meeting which will be made available to the student. |
5.3 | Following the meeting with the student, should the College Dean consider that exclusion of the student from future classes (or other learning activities) be warranted, or that some other penalty should be applied, the case must be referred to the Academic Registrar, who will consider it under the Procedure for Assessment of Fitness to Study on the Grounds of Health or Safety or under the Disciplinary Procedure, as deemed appropriate. Temporary exclusion ahead of any proceedings under those Procedures must be approved by the Vice-Chancellor. |
5.4 | The Disciplinary Procedure of the University is set out as in section E below. |
5.5 | Students convicted for criminal offences may be required to appear before a Disciplinary Committee (Major Offence). |
5.6 | Students are expected to have responsibilities to the communities of Exeter and Cornwall in which they are temporarily resident and to undertake to act with consideration and respect for the welfare and interests of members of the wider community and fellow students. |
6 | Identification |
6.1 | Students are required to identify themselves by surrendering their University card when requested to do so by an authorised member of the University or Guild of Students staff or by authorised staff on the Cornwall Campus. |
7 | Academic Conduct |
7.1 | Students are not permitted to seek unfair academic advantage, e.g (a) by seeking to pass off the words of others as their own; (b) by unauthorised collusion, i.e. aiding or attempting to aid or obtaining or attempting to obtain aid from another candidate or any other person; (c) by taking into the examination room, or possessing in that room, any books, notes or other material which has not been explicitly authorised; (d) by obtaining an examination paper in advance of its authorised release. Contravention of this Regulation will be treated under the procedures for handling cases of suspected cheating in University assessments.[2] |
8 | Academic Progress |
8.1 | The University expects all students to make regular and satisfactory progress in their studies. A student whose work is reported by a College Dean as unsatisfactory, or who fails an examination, may be required to repeat the year or to withdraw from the University. |
8.2 | Students are required to complete any vacation work which may be assigned to them. |
9 | Academic Dress |
9.1 | Students shall wear academic dress of the approved pattern at Congregations for the Conferment of Degrees and at such other times as may from time to time be prescribed by the Senate. |
9.2 | The wearing of academic dress at other times is optional. |
10 | Fees, Charges, Dues and Fines[3] |
10.1 | All fees, charges and dues must be paid by the due date. |
10.2 | All other fees, charges, dues and fines are payable by the date stated, or otherwise on demand. |
10.3 | A deposit is payable by all students in University accommodation. The University will return the Deposit (after making any proper deductions including any bank fees for direct transfer) by adjusting the Residence Charge on the Student’s University account (in instalments in term 2 and 3 payment periods). If payment of the Residence Charge is made for the whole year in advance the Deposit will be returned in the first payment period |
10.4 | Except where notice of appeal has been lodged or where a disciplinary board has specified some other period, all fines must be paid within fourteen days. Fines not paid by the due date will be subject to Late Fee charges and other penalties. |
10.5 | Students are required to meet all due dates of payment whether annual, instalment, or extended. Failure to pay fees, charges and fines by the due dates, or any deferred date agreed in writing by the Student Fees Office, may result, on the authority of the Head of Student Finance in the withdrawal of Library and IT facilities or Suspension from a programme of study. |
10.6 | In accordance with Ordinance 2.7, no person is eligible for the award of a degree or other qualification by the University unless all fees for tuition, maintenance and any other sums, including fines owing to the University, have been paid. |
11 | Use of Library and of Information Technology Facilities |
11.1 | Students are required to observe all Regulations and rules relating to the use of IT facilities as published by Academic Services and all Regulations and rules relating to the use of the Library, its facilities and collections as published by the Library. The University reserves the right to withdraw IT and Library facilities from students in debt to the University. The force of this Regulation applies to equivalent services for students based on the Cornwall Campus. |
12 | Use of Motor Vehicles |
12.1 | Students may not park motor vehicles (including motor cycles) anywhere within University precincts (including the grounds of halls of residence and self-catering accommodation) in term-time without permission. |
12.2 | Applications for permits to park on the Exeter campuses must be submitted through the Office of the Director of Campus Services; acceptance of a permit implies acceptance of the rules concerning the use of motor vehicles in the University precincts. |
12.3 | Separate rules and arrangements for the use of motor vehicles apply to students using the Cornwall Campus. Applications to park there should be submitted to Reception at the Cornwall Campus; acceptance of a permit implies acceptance of the rules concerning the use of motor vehicles on that Campus. |
13 | Arrangements for Social Events |
13.1 | All social events requiring the reservation of social areas of public rooms in Devonshire House or Cornwall House, whether organised by private individuals, Hall social secretaries or Officers of the Guild and its affiliated societies, must be cleared by the Guild's Events Co-ordinator and approved by the Director of Campus Services (or nominee). |
13.2 | In addition to clearance and approval as above, social events (including those held by College societies) which require the reservation of the Great Hall, the Lower Examination Hall, and rooms in teaching buildings must also be cleared through the University's Conference Office. |
13.3 | In the case of social events for which a bar extension is requested, permission for the bar operator to apply to the magistrates for any extension will normally be granted automatically when the event is approved. Such extensions will normally be allowed until half an hour before the end of an event. Extensions beyond 11.30pm will be considered only for events terminating later than 12.30 am and in these cases the bar must close one hour before the end of the event. |
13.4 | Permission to hold private parties in Devonshire House or Cornwall House may be given by the Director of Campus Services, who will, prior to giving such permission, consult with the Guild Events Co-ordinator. |
13.5 | The holding of social events in University halls of residence and self-catering accommodation is subject to the Regulations applicable to University residences to be found in section B. |
