2012/13 University Student Finance Regulations
1. Introduction
1.1 The University of Exeter’s academic year starts on 1st August.
1.2 Students are personally responsible for ensuring that all appropriate fees, fines, and other charges, notwithstanding that and fee is paid by a third party, are paid in accordance with the requirements set out below. In accepting the offer of registration, the student accepts a contractual liability to pay the tuition fee for the duration of their programme in accordance with these Regulations.
1.3 The University of Exeter makes every effort to remind students of fees, fines, and other charges due by means of invoices, notices and statements. However these are reminders only and students are contractually responsible for paying fees, fines, and other charges on time whether invoices, notices or statements are received or not.
1.4 Students are reminded that they must notify the University of Exeter immediately if there is any change in either their home or term-time address. Students can use the University of Exeter’s online facilities to notify change of address, unless they are in University of Exeter accommodation. The University of Exeter’s central records will then be updated and the addresses to which communications are sent will be changed.
1.5 Posted communications from the University of Exeter are normally sent to the student’s term-time address during the standard term and to the student’s home address at other times. However, the University of Exeter reserve the right to send communications to either or both addresses, within or outside standard term dates, as appropriate and where specific individual circumstances dictate. Students are expected to collect or arrange to forward mail where appropriate. Electronic communications from the University of Exeter will be sent to the student’s University of Exeter email address, and/or the students home email address. Students are expected to check for messages on their University of Exeter email address at regular intervals. However, the University of Exeter reserve the right to send communication to other email addresses provided and held on the student records system.
1.6 Debtor information may be released to and/or exchanged between different offices of the University of Exeter in the legitimate course of student debt collection activities.
1.7 Should a student fall into arrears of payment to the University of Exeter, the University of Exeter may disclose sufficient personal data to a third party to enable the debt to be pursued and recovered.
1.8 Students may authorise Finance Services to release and discuss the financial information from their student record with named individuals by completing the Data Protection Authority, via the student record system, submitting a completed form or by supplying authority by letter or email. This authority allows the University of Exeter’s staff to release any financial information from the student’s account in the legitimate course of their activities to the named person(s) and to discuss connected matters with those persons for the duration of the course and beyond if necessary. The Finance Services’ Data Protection Authority can be withdrawn by the student at any point by writing to the Head of Student Finance.
1.9 Students of the University of Exeter studying at our campus in Cornwall (Tremough Campus) are subject to the fees rules and regulations stated above and below, with the exception of those items relating specifically to charges, deadlines and payment conditions for Accommodation. Accommodation charges, deadlines and payment conditions for the student residences at Tremough are available from the Accommodation Office, Tremough Campus, Treliever Road, Penryn, Cornwall, TR10 9EZ (Telephone - +44 (0) 1326 253639/email – accommodation@tremoughservices.com)
1.10 Students or applicants who are, or become, subject to a Debt Arrangement Scheme under the provisions of the Debt Arrangement Scheme (DAS) Amendment Regulations 2004 (Scotland) are required to notify the University of Exeter immediately. Failure to do so will be deemed as a major disciplinary offence.
1.11 Students in receipt of Financial Aid under the US William D. Ford Direct Loan Programme, Canadian educational loan programmes, and US private educational loans originated by the University of Exeter are subject to the rules and regulations of such loan programmes and the University of Exeter’s procedural and certification requirements as stated on www.exeter.ac.uk/studentfinance.
1.12 All payments made to and from the University of Exeter in respect of student fees, fines, and other charges must be made in £ Sterling. Any currency conversion costs or other charges incurred in making a payment or in processing a refund shall be borne by the Student or the third party making or receiving the payment, and shall not be deductible from the amounts due to the University of Exeter.
1.13 If there are changes to your student status that relate to your student visa the University of Exeter is legally obliged to inform the UK Home Office under Points Based System legislation.
1.14 Specific terms and conditions apply to University of Exeter Scholarships, Studentships, Bursaries, National Scholarship Programme and Staff Tuition Refund Scheme. Reference should be made to the details supplied by the relevant College or Service.
2. Accommodation fees
2.1 Accommodation fees are charged for the full academic session unless otherwise stated. We would expect accommodation fees in future years to rise by a modest amount to take account of inflationary pressures.
2.2 No invoices will be issued in respect of the standard accommodation fees as the amounts and payment dates are outlined in the accommodation contract which is available online at https://accommodation.exeter.ac.uk/eAccom/login/start.do. The dates referred to on the contract are also set out below.
2.3 Students should note their responsibility is to pay fees, fines, and other charges on time WHETHER OR NOT an INVOICE, or REMINDER IS RECEIVED FROM THE UNIVERSITY OF EXETER.
2.4 If the accommodation contract is terminated due to the University of Exeter being in breach of its obligations, some or all the accommodation fee will be refunded, depending on the circumstances. Once the refund has been approved, the refund of monies due will be processed within 28 days.
2.4 ACCOMMODATION FEES DUE DATES
2.4.1 Amounts due each term are stated in the accommodation contract, which is available online at https://accommodation.exeter.ac.uk/eAccom/login/start.do
2.4.2 All accommodation fees are payable by the payment due dates set out below:-

2.5. ACCOMMODATION FEES INSTALMENT ARRANGEMENTS & ADMINISTRATIVE CHARGES
2.5.1 Accommodation fees may be paid annually prior to taking up accommodation or, by concession, in three termly instalments (4 instalments for 51-Week lets).
2.5.2 No administration charge is payable in respect of termly payments made by the due date.
2.5.3 Students with a contract for University of Exeter accommodation who occupy their room late remain liable for the accommodation fees in accordance with their contract. If the contract starts on a date other than the start of a term, then students have 10 working days from the start date of their contract in which to pay their accommodation charge without penalty.
2.6 LATE FEE CHARGES FOR ACCOMMODATION FEES
2.6.1 Late fee charges of 3% are payable on fees and charges outstanding at the relevant due date set out below that are not paid by midnight.
2.6.2 These are administration charges and are independent of any disciplinary action which may be taken.
2.6.3 A late fee of 3% of the total debt overdue will be added each term if payment is not received by the following dates:

2.7 REFUND OR REMISSION OF ACCOMMODATION FEES/CHARGES
2.7.1 Accommodation fees are payable in accordance with the accommodation contract signed by the student and are not normally refunded or remitted if the accommodation is vacated early. Applications for refunds or remissions must be made to and approved in writing by the Assistant Director of Residences, Campus Services. Once the refund has been approved and the Student Fees Team has received notification of the refund, the monies due will be refunded within 28 days. The University of Exeter will take reasonable steps to re-let the accommodation, but this cannot be guaranteed. If the University of Exeter finds a replacement occupier, the balance of the accommodation paid will be refunded from the date of the new occupation, subject to any specified administrative costs incurred by the University of Exeter.
2.7.2 The Accommodation deposit is normally set against the student’s accommodation charges on the University of Exeter student account. However, the Accommodation Deposit may be used in satisfaction of any breach of a student’s obligations stated in their accommodation contract if the student has failed to pay the University of Exeter’s invoice for that breach (e.g. students in debt to the University of Exeter in respect of their accommodation will have their accommodation deposit set against that debt).
2.7.3 The University of Exeter allows most students a concession enabling them to pay accommodation fees termly rather than in full at the start of the year. If payment for the current academic year is made in full or for more than one term for the current academic year by or on behalf of a student, no refund of future terms’ accommodation fees will be given except in exceptional circumstances. Applications for refunds or remissions must be made to and approved in writing by the Assistant Director of Residences, Campus Services. The University of Exeter will take reasonable steps to re-let the accommodation, but this cannot be guaranteed.
2.8 ACCOMMODATION PREPAYMENTS, OVERPAYMENTS and UNIDENTIFIED PAYMENTS
2.8.1 In the event that an overpayment is made, against the total accommodation fees, then the credit balance arising will be used to offset any debt or invoice on the Student’s account (whether arising from tuition, accommodation, or any other legitimate charge) in due date order. If there is no other debt or invoice, then the credit balance will be refunded in accordance with the University of Exeter’s normal procedures.
2.8.2 In the event that an unidentified payment is made against a student account, with no instruction from the payer or student to set it against a particular charge (e.g. against tuition, accommodation, or other invoices) the University of Exeter reserves the right to allocate the funds received in the following order on the student’s account:
- Accommodation
- Tuition
- Any other outstanding debt to the University of Exeter
2.9 WITHDRAWAL OR INTERRUPTION – ACCOMMODATION FEE CHARGES/LIABILITY
2.9.1 Accommodation fees are payable in accordance with the contract, which is available online at https://accommodation.exeter.ac.uk/eAccom/login/start.do.
2.9.2 In the event of early termination please refer to the University of Exeter Residents Handbook 2012.
2.10. STUDENTS IN DEBT and DEBT MANAGEMENT PROCEDURES - ACCOMMODATION
2.10.1 The University of Exeter makes every effort to remind students of fees, fines, and other charges due by means of invoices, notices and statements. However these are reminders only and students are contractually responsible for paying fees, fines, and other charges on time whether invoices, notices or statements are received or not. Students are sent communications prior to registration, during registration and if necessary where outstanding amounts are still due to the University of Exeter, notification will be sent accordingly.
2.10.2 Students are required to meet all due dates of payment whether these are annual payments or instalments. Students whose accounts are not fully paid by the due dates will be subject to debt management procedures below:-
STAGE 1
Late fee charges of 3% will be added to a student’s account. This charge will be applied on any outstanding accommodation balance immediately after each payment deadline, as detailed above.
Late fee charges plus the outstanding accommodation balance are due for payment immediately after notification.
STAGE 2
The second stage following non-payment of accommodation fees and charges will be a formal meeting which will take place with the Manager of the Accommodation Office. Students will be notified in writing.
STAGE 3
The third stage following non-payment of fees and charges and persistent refusal of payment it will be referred to Assistant Director of Residences for commencement for eviction. Students will be notified in writing.
2.10.3 Persistent refusal to pay fees, charges, and penalties by the due dates, or any deferred date agreed by the Student Fees Team, will be regarded as a major disciplinary offence and disciplinary action may result.
2.10.4 Students in debt should refer to the Regulations for Students and Disciplinary Procedures section of this Calendar together with the University’s accommodation contract.
2.10.5 Students in debt may also have University of Exeter bursaries, maintenance and scholarships withheld (or such funds may be set by the University of Exeter against the outstanding debt).
2.10.6 Students in debt may be refused future University of Exeter accommodation.
2.10.7 Students in debt to the University of Exeter in respect of their accommodation will be subject to the provisions and penalties stated in the accommodation contract. The University of Exeter reserves the right to refuse to provide references to future landlords for such students.
2.10.8 Students whose payments to the University of Exeter are in arrears by more than one term may not be permitted to continue on their programme(s) unless a payment extension has been granted in writing by the Student Fees Team.
2.10.9 Where there are arrears at the end of the University of Exeter’s academic year (31st July) a student’s existing registration will be deemed cancelled, unless an extension in writing has been granted by the Head of Student Finance or Student Fees Manager, within Finance Services.
2.10.10 Students whose accounts remain unpaid after the end of the academic year will be subject to further debt recovery procedures. This may include referral to tracing and/or referral to external debt recovery agents. Legal action may also be taken through the Courts for recovery. All additional administrative costs, including agents and Court fees, will be added to the account. Tracing agents’ and external debt recovery agents’ fees are not set by the University and are subject to change. They may be linked to the location of the debtor, and/or the steps taken in order to recover the debt, such as the involvement of local agents in overseas territories. Once a debt is referred to tracing agents or external debt recovery agents, all communications and negotiations should be with the tracing or debt recovery agent and not the University.
2.10.11 No student in debt is permitted to register for a subsequent academic session.
2.10.12 The University of Exeter may request to proof of financial difficulty by asking to see student debtor’s bank statements, credit card statements, and/ or other evidence of their financial position where deemed necessary to consider requests for extensions to payment deadlines, and in the negotiation of settlement arrangements.
2.10.13 The University of Exeter may inform the student’s sponsor, funding source, scholarship or bursary provider, guarantor, nominated individual(s) under their Data Protection Authority, external credit checking companies and credit bureaus (in the UK and overseas) of the debt. In some circumstances, this will affect continued and/or future funding to the student and/or their credit rating and ability to obtain credit.
2.10.14 Payments from students in debt will be allocated against the debt in due date order, with Accommodation invoices being cleared in advance of tuition fee invoices with the same due date.
2.10.15 All debts to the University of Exeter are pursued.
3. Tuition fees
3.1 Tuition fees are chargeable for the academic period required by the programme, with annual amounts charged for each academic year of the programme unless otherwise stated. We would expect tuition fees in future years to rise by a modest amount to take account of inflationary pressures. The table of fees for 2012/13 can be viewed on the Student Finance web pages www.exeter.ac.uk/students/finance/studentfees/tuitionfees/.
3.2 All students registered at the University of Exeter will each year pay a tuition fee for the full academic period, which, unless otherwise stated, will cover Matriculation, Registration, Tuition, Examination and Graduation Fees, but not repeat tuition or re-taken examination fees for which additional fees will be charged.
3.3 Research students who need to make significant use of University of Exeter facilities or resources during any period of study, as set out in the University of Exeter Regulations, are required to register and continue to pay tuition fees until such time as they transfer to continuation status. Continuation fees will then be charged, as appropriate, until the submission of the thesis. Continuation fees can be found at www.exeter.ac.uk/students/finance/studentfees/tuitionfees/.
3.4 TUITION FEE INSTALMENT ARRANGEMENTS & ADMINISTRATIVE CHARGES
3.4.1 Tuition Fees for the full academic session are payable prior to commencing the programme. The instalment provisions may be withdrawn from a student if the payment due dates are not met. The University of Exeter has the right to request credit references either from students or commercial organisations at any time, and can also withdraw or refuse instalment facilities if such references are unsatisfactory or if the student has previously fallen into arrears of payment to the University of Exeter within the current, or previous academic year. The amount payable for tuition will be on your on-line invoice until registration closes. Students can view an on-line statement throughout the academic year, which is accessible through ‘my Exeter’.
3.4.2 Where students register for individual modules, the tuition fee for each module must be paid in full prior to the commencement of the module. If the fees have not been paid in full prior to commencement of the module, then students are not permitted to take up their place on the module.
3.5 TUITION FEE DUE DATES – UNDERGRADUATES AND POSTGRADUATE TAUGHT STUDENTS

3.6 TUITION FEE DUE DATES - POSTGRADUATE RESEARCH STUDENTS
3.6.1 Where a postgraduate research student registers outside of September, special arrangements will be made for the invoicing of tuition fees for the first and last years of study, with tuition fees being calculated on a monthly basis.
All tuition fees are payable by the payment due dates set out below:-

3.6.2 Where changes to Mode of Attendance by such students result in revised tuition fee charges, such charges will be calculated on a monthly basis unless otherwise stated.

3.8.2 Withdrawal and interruption of programme – the tuition fee liability on withdrawals and interruptions will be as follows:
(a) Students with Home/EU/International/Islands fee status – Undergraduate or PGCE programmes
The proportion of the annual fee liability if the student withdraws/interrupts on/after the relevant date is as follows:

Students who have applied for tuition fee loan funding from the relevant funding body (*Student Finance England, Student Finance Wales, Student Finance Northern Ireland or the Student Awards Agency for Scotland) should be aware that any reduction in tuition fees charged by the University of Exeter is notified directly to the Student Finance England. Please note that there will be a corresponding impact on the maximum tuition fee loan that is permitted.
(b) Students with Home/EU/International/Islands fee status – Postgraduate Taught programmes
The proportion of the annual fee liability if the student withdraws/interrupts on/after the relevant date is as follows:

3.9 REFUND OR REMISSION OF TUITION FEES/CHARGES
3.9.1 Withdrawal of programme – tuition fee refunds on withdrawals. Once the Student Fees Team has received notification of withdrawal and the refund has been approved, the monies due will be refunded within 28 days. The following is based on terms or a complete year. The refunds will be made as follows:
(a) Students with Home/EU/International/Islands fee status – Undergraduate or PGCE programmes
The proportion of the annual fee to be refunded if the student withdraws on/after the relevant date is as follows:

Students who have applied for tuition fee loan funding from the relevant funding body (*Student Finance England, Student Finance Wales, Student Finance Northern Ireland or the Student Awards Agency for Scotland) should be aware that any reduction in tuition fees charged by the University of Exeter is notified directly to the relevant funding body (*Student Finance England, Student Finance Wales, Student Finance Northern Ireland or the Student Awards Agency for Scotland). Please note that there will be a corresponding impact on the maximum tuition fee loan that is permitted.
For students with Home/EU fee status on undergraduate or PGCE programmes transferring to another HE Institution before the end of the academic year (or any period of study for which a tuition fee is paid), no refund of tuition fees applies in respect of the remainder of that academic year (or period). The University of Exeter has, however, the authority to allow an ex gratia adjustment as it sees fit, and without precedent.
(b) Students with Home/EU/International/Islands fee status – Postgraduate Taught programmes
The proportion of the annual fee to be refunded if the student withdraws on/after the relevant date is as follows:

No refund will be applicable after the module has started. Requests for refunds prior to the start of a module will be referred to the College for consideration.
(e) This basis for calculating refunds applies only to students who withdraw
(f) Students wishing to attend certain courses may be required to pay a non-refundable tuition fee deposit on booking. Students wishing to attend certain programmes of study may be required to pay a non-refundable tuition fee deposit when the offer of a place is accepted. If a student subsequently withdraws the charges for the balance of fees, less the deposit, will be calculated as above.
(g) In the event that the tuition fee payment(s) were made by a sponsor, the University of Exeter reserves the right to refund the relevant fee proportion to the sponsor. Special conditions apply to the refund of payments made via Professional Career Development Loans, US direct loans and Canadian loans due to the operating regulations of these funding schemes. It is a condition of the University of Exeter’s participation in these funding schemes that refunds are only processed in accordance with the relevant regulations. Students who have applied for Professional Career Development loans or US direct loans should be aware that any change in basis of study or attendance is notified to the relevant authority and that there will be a corresponding impact on the loan amounts permitted.
(h) In the event that distance e-learning programmes of study are under-subscribed in an academic year, the University of Exeter reserves the right to cancel the programme. A full refund of tuition fees paid for the cancelled programme will be given to all affected applicants.
3.9.2 Interruption of programme – tuition fee refunds on interruptions. Once the Student Fees Team has received notification of interruption and the refund has been approved, the monies due will be refunded within 28 days. The following is based on terms or a complete year. The refunds will be made as follows:
(a) Students with Home/EU/International/Islands fee status – Undergraduate or PGCE programmes
The proportion of the annual fee to be refunded if the student interrupts on/after the relevant date is as follows:

(b) Students with Home/EU/International/Islands fee status – Postgraduate Taught programmes

(d) Professional Career Development loans, US or Canadian Educational Loans
Students who have applied for Professional Career Development loans should be aware that if there is any change in basis of study or attendance they should notify the lender. Students who have applied for US or Canadian educational loans should be aware that any change in basis of study or attendance is notified to the relevant authority and that there will be a corresponding impact on the loan amounts permitted.
(e) Refunds relating to referred Assessment Fees
In the event that a referred assessment fee is paid but the Student does not sit the referred assessment(s), the credit balance will be refunded in accordance with the University of Exeter's normal procedures. The additional fee for examination at an overseas location will not be refunded.
(f) Refunds relating to Submissions
For Postgraduate Taught students who submit their final dissertation/project module, no refund of tuition fees applies in respect of the remainder of the term in which submission is made.
For Postgraduate Research students who submit their thesis/dissertation for examination, tuition fees will be refunded on a monthly basis, no refund of tuition fees applies in respect of the remainder of the month in which the submission is made.
3.10 PREPAYMENTS, OVERPAYMENTS and UNIDENTIFIED PAYMENTS
3.10.1 In the event that an overpayment is made, against the total annual tuition fee amount or the total accommodation fee, then the credit balance arising will be used to offset any debt or invoice on the Student’s account (whether arising from tuition, accommodation, or any other legitimate charge) in due date order. If there is no other debt or invoice, then the credit balance will be refunded in accordance with the University of Exeter’s normal procedures.
3.10.2 In the event that an unidentified payment is made against a student account, with no instruction from the payer or student to set it against a particular charge (e.g. against tuition, accommodation, or other invoices) the University of Exeter reserves the right to allocate the funds received in the following order on the student’s account:
- Accommodation
- Tuition
- Any other outstanding debt to the University of Exeter
3.11 INFORMATION FOR UNDERGRADUATE AND PGCE STUDENTS
3.11.1 Eligible UNDERGRADUATE and PGCE students can apply for finance through the relevant funding body (*Student Finance England, Student Finance Wales, Student Finance Northern Ireland or the Student Awards Agency for Scotland) via a secure online system. Students may be able to apply for a tuition fee loan and maintenance grant/loan via this system. Students should be aware that the amount they are able to borrow as a tuition fee loan will be verified by the relevant funding body* and that the University of Exeter has an obligation to notify the relevant funding body* of any discrepancies or inconsistencies in the details submitted.
3.11.2 Applications must be submitted annually to the relevant funding body*. Deadlines for completion and submission of the online application form are:

3.11.3 Funding is notified to students by a Student Finance Notification and a payment schedule from Student Finance England.
3.11.4 All students must provide their National Insurance Number to the relevant funding body* in order to receive any loan (tuition, maintenance or other) from the relevant funding body*.
3.11.5 The University of Exeter may request that the balance of any tuition fee is payable by the student within the appropriate payment deadline set up until the date your tuition fee loan is confirmed.
3.11.6 If full tuition fee payment by the relevant funding body* is late due to the fault of the student, then the University of Exeter shall be entitled to apply a 3% late fee charge on any amount outstanding on the due dates set out in section 3.7 to the student’s account.
3.11.7 The balance of any tuition fee (the private contribution) is payable by the student within the appropriate payment deadline set. All students will be able to apply for a Tuition Fee Loan to cover these costs but if no tuition fee loan is arranged, or it is of insufficient amount then the student is personally liable for the tuition fee balance.
3.11.9 Where the student’s financial position is re-assessed by relevant funding body* and the private contribution is reduced as a result, the University of Exeter is unable to process any refund until formal notification of the change is received from relevant funding body*. In the event of a refund due, the University of Exeter will not compensate any student with any additional interest on the monies due to the student. In the event that the University of Exeter receives formal notification from relevant funding body* that a re-assessment has increased a student’s private contribution payable in respect of any academic year, the University of Exeter will invoice the student and the invoiced amount will fall due for payment to the University of Exeter within 10 working days. Queries regarding the reasons for re-assessment, the calculations used, or the basis of the decision should be addressed to the relevant funding body*.
3.11.11 where the student changes to a part-time mode of attendance from a full-time mode of attendance for a full-time programme, the tuition fees will be charged as a full-time mode of attendance.
3.12 INFORMATION ON TUITION FEE DEPOSITS
3.12.1 Where the student receives an offer of a place on a full-time taught postgraduate programme or the part-time MA Western Esotericism, the student will need to pay a tuition fee deposit to confirm a place with the University of Exeter. Only students who are in receipt of an approved scholarship, studentships, in receipt of Financial Aid under the US William D. Ford Direct Loan Programme, or Canadian Educational Loans Programme or Professional Career Development Loan covering the full tuition fees and can provide documentary evidence of this are exempt from paying a deposit.
3.12.2 UK visa regulations require applicants to demonstrate the ability to pay all costs incurred as a result of study overseas and payment of the deposit demonstrates commitment in this respect. Applicants who need to obtain a Tier 4 student visa will be emailed the Confirmation of Acceptance for Studies (CAS) statement only when the deposit and, if applicable, any academic or non academic conditions of an offer have been satisfied. The Confirmation of Acceptance for Studies (CAS) statement will include both tuition fees due and any advance payments received at the date of issue. Applicants who wish to make larger deposit against their tuition fees can therefore do so at their own discretion.
3.12.3 Please note it can take up to 10 working days for the payment to be cleared and, if applicable, a further 5 working days for the University of Exeter to update the UK Borders Agency with the amount received.
3.12.4 Deposits are non-refundable except in cases where:
- A Tier 4 General (Adult) Student visa has been refused. In such circumstances you must email a scanned copy of the Entry Clearance Officer’s refusal letter, along with the student’s full name and University of Exeter’s reference number to the Admissions Office at pg-ad@exeter.ac.uk.
- A student fails to meet the University of Exeter’s English Language requirements. Failure to arrange to take an appropriate English Language test prior to 31 August 2012 will not be considered grounds for a refund: a student must provide evidence of having taken a recognised test within 5 months, prior to the start of the student’s programme, in order to qualify. In such circumstances the student must email a scanned copy of the relevant evidence, along with the student’s full name and University of Exeter’s reference number to the Admissions Office at pg-ad@exeter.ac.uk or discuss the case in person if you are studying on the INTO University of Exeter pre-sessional Course.
- The student fails to satisfy the University of Exeter's academic requirements. If the University of Exeter subsequently offers a place, the deposit payment will be retained. In such circumstances the student must email a scanned copy of the relevant transcripts, along with their full name and University of Exeter’s reference number to the Admissions Office at pg-ad@exeter.ac.uk no later than 31 August 2012.
3.12.5 The instances listed above are deemed null and void if the student is found to have provided fraudulent documentation in support of the University of Exeter or UK visa application. In such circumstances any offer from the University of Exeter will be invalidated and the UK Borders Agency will be notified and the deposit payment will be retained.
3.12.6 No interest is paid on returned deposits. The deposit will be refunded where cancellation rights apply in accordance with the Consumer Protection (Distance Selling) Regulations 2000.
3.12.7 If a refund of deposit is due, once the Student Fees Team has received notification and the refund has been approved, the monies due will be refunded within 28 days.
3.13 OTHER FEES, FINES AND CHARGES
3.13.1 In the event that the student evidences special circumstances and an alternative payment arrangement is agreed, an administrative charge of £25 may be made.
3.13.2 If a cheque is rejected by your bank or is incorrectly completed, the University of Exeter may charge an administration fee of £25.
3.13.3 A Late Registration Fee charge of £50 is payable where registration procedures are not completed or, where appropriate, registration or examination forms are not returned, by their due dates. The Late Registration Fee charge may be waived at the discretion of the Head of Registry Services.
3.13.4 A re-registration charge of £100 may be charged if you are temporary de-registered from the University of Exeter.
3.14 REPEAT FEES
3.14.1 Students repeating all or part of an academic session will be charged an additional proportion of the annual fee. Students should expect to pay such fees personally, as sponsors (particularly the Student Loan Company) do not normally give financial support for repeat study.
3.14.2 For clarity, repeat fees are charged for repeated periods of tuition, teaching practice for PGCE students and re-examination.
3.15 STUDENTS IN DEBT and DEBT MANAGEMENT PROCEDURES
3.15.1 The University of Exeter makes every effort to remind students of fees, fines, and other charges due by means of invoices, notices and statements. However these are reminders only and students are contractually responsible for paying fees, fines, and other charges on time whether invoices, notices or statements are received or not. Students are sent communications prior to registration, during registration and if necessary where outstanding amounts are still due to the University of Exeter, notification will be sent accordingly.
3.15.2 Students are required to meet all due dates of payment whether these are annual payments or instalments. Students whose accounts are not fully paid by the due dates will be subject to debt management procedures below:-
STAGE 1
Late fee charges of 3% will be added to a student’s account. This charge will be applied on any outstanding tuition and/or other fees immediately after each payment deadline, as detailed above.
Late fee charges plus the outstanding tuition and/or other fees are due for payment immediately after notification.
STAGE 2
Sanctions (removal of IT and Library facilities) will be applied to any account with an overdue balance in excess of £5.00
STAGE 3
The third stage following non-payment of fees and charges is temporary suspension from the course/programme. Any student that is temporarily suspended will not be permitted to attend lectures/classes or be in receipt of supervision or tutoring from academic staff. The appropriate College manager will be informed of this action.
3.15.3 Persistent refusal to pay fees, charges, and penalties by the due dates, or any deferred date agreed by the Student Fees Team, will be regarded as a major disciplinary offence and disciplinary action may result.
3.15.4 Students in debt should refer to the Regulations for Students and Disciplinary Procedures section of this Calendar.
3.15.5 Students in debt may also have University of Exeter bursaries, maintenance and scholarships withheld (or such funds may be set by the University of Exeter against the outstanding debt).
3.15.6 Students whose payments to the University of Exeter are in arrears by more than one term may not be permitted to continue on their programme(s) unless a payment extension has been granted in writing by the Student Fees Team.
3.15.7 Where there are arrears at the end of the University of Exeter’s academic year (31st July) a student’s existing registration will be deemed cancelled, unless an extension in writing has been granted by the Head of Student Finance or Student Fees Manager, within Finance Services.
3.15.8 Students whose accounts remain unpaid after the end of the academic year will be subject to further debt recovery procedures. This may include referral to tracing and/or referral to external debt recovery agents. Legal action may also be taken through the Courts for recovery. All additional administrative costs, including agents and Court fees, will be added to the account. Tracing agents’ and external debt recovery agents’ fees are not set by the University and are subject to change. They may be linked to the location of the debtor, and/or the steps taken in order to recover the debt, such as the involvement of local agents in overseas territories. Once a debt is referred to tracing agents or external debt recovery agents, all communications and negotiations should be with the tracing or debt recovery agent and not the University.
3.15.9 No student in debt is permitted to register for a subsequent academic session.
3.15.10 Under Ordinance 2.7 no person is eligible for the award of a degree or other qualification by the University of Exeter unless all fees for tuition, maintenance and any other sums, including fines owing to the University, have been paid.
3.15.11 Students in debt will not be permitted to attend Graduation/Degree ceremonies
3.15.12 The University of Exeter may request to proof of financial difficulty by asking to see student debtor’s bank statements, credit card statements, and/ or other evidence of their financial position where deemed necessary to consider requests for extensions to payment deadlines, and in the negotiation of settlement arrangements.
3.15.13 The University of Exeter may inform the student’s sponsor, funding source, scholarship or bursary provider, guarantor, nominated individual(s) under their Data Protection Authority, external credit checking companies and credit bureaus (in the UK and overseas) of the debt. In some circumstances, this will affect continued and/or future funding to the student and/or their credit rating and ability to obtain credit.
3.15.14 Payments from students in debt will be allocated against the debt in due date order, with Accommodation invoices being cleared in advance of tuition fee invoices with the same due date.
3.15.15 All debts to the University of Exeter are pursued.
3.16 DEFINITION OF AN INTERNATIONAL STUDENT FOR FEE PURPOSES AND FEE STATUS REVIEWS
3.16.1 The final decision as to a student’s status for fees will be determined by the University of Exeter in individual circumstances, although our approach to the assessment of fee status is based on “The Education (Fees and Awards) (England) Regulations 2007". Under these terms, certain defined categories of student are exempted from having to pay for the full cost of their tuition, and, consequently, are charged fees at a lower rate.
3.16.2 Students who are liable to pay full cost fees are classified as 'International' for fee purposes where those who are eligible to pay at the lower rate are classified as “Home/EU” for fee purposes.
3.16.3 A student's fees status is determined when a student first applies for their course. If a student feels their fee status is incorrect please contact:

The above departments will then send a fee status questionnaire to the student to complete.
The information that you provide on the fee status questionnaire may assist this Institution in determining your fee status classification in accordance with the Fees and Award Regulations and subsequent amendments.
3.16.4 In order to qualify for ‘Home/EU’ fees under this category, you must meet ALL of the following criteria:
(a) You must be 'settled' in the UK on the 'first day of the first academic year of the course'
(b) You must be ‘ordinarily resident’ in the UK on the ‘first day of the first academic year of the course’
(c) You must also have been 'ordinarily resident' in the UK and Islands (the Islands means the Channel Islands and the Isle of Man) for the full three year period before the 'first day of the first academic year of the course'. For example, if your course begins in October 2012, you must have been ordinarily resident in the UK and Islands from 1 September 2009 to 31 August 2012 (see ‘relevant date’ below),
(d) The main purpose for your residence in the UK and Islands must not have been to receive full-time education during any part of that three-year period.
3.16.5 There may also be further consideration given in certain cases in respect of EU nationals and their family members, EEA/Swiss nationals as designated “workers” in the UK and children of Swiss nationals where the child is ordinary resident in the UK; refugees and their spouse/ civil partner and children; and students on undergraduate degree programmes who are from specified British Overseas Territories or specified overseas territories of other EU member states.

3.16.7 Completion and return of the fee status questionnaire - completed fee status questionnaires, duly signed, must be returned to the Admissions Office/Student Fees Office by post or submitted via sid@exeter.ac.uk within two weeks of receipt of the form.
3.16.8 Relevant date - in a number of sections of this fee status questionnaire, reference is made to what is termed as ' the relevant date'. This is normally defined as the 1st September closest to the starting date of your programme of study at the University of Exeter.
3.16.9 Relevant period - This is defined as the three year period preceding the relevant date.
3.16.10 Students from the Channel Islands and the Isle of Man - “Islands” fee status will normally apply – an agreement is in force between the Island authorities and UK Higher Education Institutions with regard to tuition fee levels.
3.16.11 Temporary Absence
If you would have been ordinarily resident in the UK and Islands or the EEA during the three year assessment period that applies except for the fact that you, your spouse or parent(s) were employed outside the UK/EEA, the Home Office has determined that you can qualify for Home/EU fee status in accordance with the following definition:
'If you can demonstrate that you have not been ordinarily resident in the relevant residence area only because you were, or your ‘relevant family member’ was, temporarily working outside the relevant residence area, you will be treated as though you have been ordinarily resident for the period during which this was the case.’
On this basis we would request that copies of relevant employment contracts and residence visas be provided to substantiate this residential status.

3.16.12 Where evidence is requested on this questionnaire - or subsequently by the University upon its receipt - in connection with your fee status assessment, it must be provided within the requested deadline. Photocopies or scanned copies are acceptable but the University of Exeter reserves the right to request sight of the original documents and to request additional information or documentary evidence depending upon an individual's circumstances.
3.16.13 If you need to send copies of a contract of employment or an employer's letter it should be in English; it should relate to the period of time in question (see ‘relevant period’, above) and state whether the contract is fixed, permanent or renewable and, if appropriate, the expected date of return to the UK/EU or country of permanent residence. The onus is on the applicant to satisfy us that they would have been ‘ordinarily resident’ but for a period of ‘temporary’ employment abroad.
3.16.14 EEA - As at 1 September 1997, the EEA (European Economic Area) comprised all member states of the European Union plus Iceland, Liechtenstein and Norway. Following the bilateral arrangement between Switzerland and the EU, in April 2002, Swiss nationals can be given special consideration in certain circumstances.
3.16.15 For Undergraduate full-time students only:
From 2012, all universities have been able to charge new Home/EU Undergraduate students a fee of up to £9,000 per year, with an incremental increase each year thereafter to match inflation. For students coming to Exeter University in 2012/13, tuition fees for all full-time courses will be £9,000.The only exceptions to this are:
- BSc Medical Imaging (Diagnostic Radiography) as the NHS will pay the tuition fee.
- Students undertaking a Study Abroad Year or Year in Industry will pay a reduced fee depending on whether the year is undertaken as part of an Erasmus scheme.
3.16.16 An official decision will only be made once in receipt of the completed questionnaire together with any evidential documentation, as required.
3.16.17 Please note that you remain liable for tuition fees at the originally assessed level until such time as your fee status appeal has been concluded and a revised fee status has been notified to you by the University of Exeter in writing. In the event that your fee status is changed as a result of the appeal/ review, then the tuition fees charged will be adjusted accordingly with effect from:
- the 1st September of that University of Exeter academic year, if the student’s written request for review is received by the Student Fees Team, Student Finance, before 1st June
- the 1st September of the next University of Exeter academic year, if the student’s written request for review is received by the Student Fees Team, Student Finance, after 1st June.
3.16.18 Appeals
In the event that an applicant to the University wishes to appeal against the application of tuition fees, an appeal must be made within one month of the University’s original decision (or the offer letter of a university place being issued) and prior to registration with the University. A request for appeal can be made by the applicant or their nominated decision maker and should be made in writing to the Head of Admissions and UK Student Recruitment or to the Head of Student Finance if currently registered.
3.17 FEES FOR STUDENTS FROM COUNTRIES SEEKING MEMBERSHIP OF THE EUROPEAN UNION
3.17.1 Students from countries outside the European Union (EU), and who wish to undertake full-time study at the University of Exeter, are normally required to pay the “international” fee for their programme.
3.17.2 If a student has been assessed as having to pay international fees, and his/her country then subsequently joins the EU, then the date at which he/she can first be considered for eligibility for paying “Home/EU” fees will depend on the date of EU accession and the date(s) at which he/she elected to pay the tuition fees due. (Refer Schedule 1 paragraph 10 of the UK’s Education (Fees and Awards) Regulations 2007).
3.17.3 In the event that a student pays the full international fee at the beginning of an academic year, and their country becomes part of the EU during that academic year, no refund will be available. Students likely to be in this position are recommended accordingly to pay their tuition fees on a termly basis, in order that they may be considered for the “Home/EU” rate of tuition fee in the term(s) following their country’s accession as appropriate.
3.17.4 Students will only be considered for a reduction in fees to the “Home/EU” rate of tuition fee during an academic year if all amounts due in that academic year has been paid within the payment deadlines and in accordance with the Student Finance Regulations. In addition, the student must meet personal eligibility criteria as stated in section 3.15 above.
3.17.5 If accession occurs after the first day of the Summer Term then “International” fee levels remain applicable for the remainder of that year.
4. Payment methods
4.1 All payments made to the University of Exeter must be made in Great British Pounds.
4.2 Any currency conversion costs or other charges incurred in making a payment shall be borne by the student or the third party making the payment and will not be deductible from the amounts due to the University of Exeter.
4.3 Fees and charges may be paid in cash, cheque, and bank draft drawn on a UK bank, Credit Card, Debit Card or by bank transfer. Please refer to “How to pay” section of our website for more details.
4.4 Payment in cash of up to £500 per student per term can be made in person at the Student Information Desk, University of Exeter Forum, Stocker Road, Streatham Campus or at the Falmouth Exeter Plus Finance Office, Peter Lanyon Building, Treliever Road, Penryn, Cornwall Campus.
4.5 Cheques should be drawn on a UK bank, made payable in Great British Pounds Sterling to “The University of Exeter” and crossed “account payee only”. Personal cheques drawn on overseas banks are not acceptable. Drafts from an overseas bank in Great British Pounds and drawn on a UK bank are acceptable. Please ensure that all cheques have the student ID number, student name, the amount paid for tuition fee deposit, tuition fees, accommodation deposit and accommodation charges are listed on the reverse of the cheque.
4.6 UK/EU Direct Bank Transfers. For UK/EU direct bank transfers to the University of Exeter bank account full details can be obtained on the Student Finance “How to pay” section of our website. Please quote the student ID number; student full name; and list the amount paid for tuition fee deposit; tuition fees; accommodation deposit and accommodation charges when making your transfer.
4.7 Overseas Bank Transfers - for overseas bank transfers, please use our StudentPay online system on the Student Finance “How to pay” section of our website.
4.8 Payment by Credit or Debit card can be made online on www.exeter.ac.uk/epay, over the telephone on 08444 724724; or in person at the Student Information Desk, University of Exeter Forum, Stocker Road Streatham Campus or at the Falmouth Exeter Plus Finance Office, Peter Lanyon Building, Treliever Road, Penryn, Cornwall Campus. Please note that the University of Exeter reserves the right to request an alternative method of payment if unreasonable delays are experienced in processing a card transaction due to the security requirements of the card issuer. Payments made online are, in addition, subject to the University of Exeter’s Online Payment Terms & Conditions, and Privacy & Security Policy (available at www.epay.ex.ac.uk/epay/)
4.9 Payments made directly to The University of Exeter by non-UK Debit cards and all credit cards either online, through our telephone system or at the counter are subject to a fee of up to 1.5% added to the payment.
4.10 Please note that that none of the above methods can be deemed 100% secure due to the security weaknesses inherent in the global IT networks. You should be advised that if you do use these methods of payment, you do so at your own risk, so please take care to protect your financial information.
5. Payments by sponsors (including the Student Loan Company, Student Awards Agency For Scotland, States of Jersey or Guernsey, providers of Professional Career Development Loans, and providers of US and Canadian Educational Loans)
5.1 Students are responsible for ensuring that any fee to be paid to the University by a sponsor is paid in full and on time.
5.2 Applications to Student Finance England/Wales/Scotland/Northern Ireland or other sponsors must be made on time, and normally must be made annually.
5.3 Where an application has not been confirmed to Student Finance England/Wales/Scotland/Northern Ireland or funding confirmation has not been received by the University of Exeter, the full annual tuition fee becomes payable by the Student.
5.4 Failure to ensure a sponsor pays by the due date and in full will be subject to debt management procedures. This includes late fee charges of three per cent (of the overall balance) to be added to a student’s account. This charge will be applied on any outstanding balance immediately after each payment deadline, as detailed above.
5.5 Late fee charges plus the outstanding balance are due for payment immediately after notification.
5.6 Tuition Fees for undergraduate and PGCE students which are payable in full or in part by the Student Loan Company will be collected by the University of Exeter from the body concerned.
5.7 Tuition Fees for full-time postgraduate students in receipt of awards from Research Councils and other similar sponsoring bodies will be collected by the University of Exeter from the body concerned
5.8 Where an application has not been made to a sponsor, payment is due by the dates set within this document.
5.9 In the event of late payment or non-payment by any sponsor, the University reserves the right to apply its normal late payment and debtor penalty procedures to the student concerned.
6. US William D. Ford Direct Loan Programme
6.1 Students in receipt of Financial Aid under the US William D. Ford Direct Loan Programme receive their loan disbursements in 4 instalments, following the requirements of the US Deficit Reduction Act 2005.
6.2 Students are reminded that it is a condition of the loans provided under this programme that the loan proceeds are used immediately and primarily to pay tuition and accommodation fees due to the University of Exeter. If the loan is not used for this purpose it can be recalled by the lender and the University of Exeter will take debt recovery action. In the event that the termly loan amount exceeds the termly payment due to the University of Exeter (for tuition, accommodation and other outstanding fees and charges) the resulting credit balance will be maintained on the student’s account, with their authorisation. If no authorisation is received, the credit balance will be refunded in accordance with the US William D. Ford Direct Loan Programme regulations.
6.3 Students who have applied for US educational loans should be aware that any change in basis of study or attendance is notified to the relevant authority and that there will be a corresponding impact on the loan amounts permitted. Visit www.exeter.ac.uk/studentfinance for further information.
6.4 Direct Loan funding is disbursed electronically to the University of Exeter. Students will be notified by email prior to each disbursement, that their payment is expected, the amount of loan and type of loan. Students have up to 14 days to inform the Student Funding Team if they no longer wish to receive these funds. If a student wishes to cancel their loan after the disbursement is made, and 120 days has passed, the student is responsible for returning the funds to the U.S Department of Education along with any interest that has accrued.
6.5 Final Disbursement Exit Counselling
All final year students must complete exit counselling before the final instalment of their loan is released. If a student withdraws early from their course they will need to take the exit counselling when they withdraw. Research students need to undertake the exit counselling at the point of submitting their thesis or moving to RCA (Normal Completion Awaiting Exam Board) status.
6.6 Students Studying in the United States
From 1st November 2010 students are not eligible for Direct Loans for any (non vacation) time spent in the USA. The only exception to this is 12 months research carried out during the dissertation phase of a doctoral program, where the research can only be performed in the U.S. for more information see extract from the Federal Register Vol.75 No 210, page 67172 bottom right paragraph.
7 Access to Exeter Bursary Terms and Conditions - 2012/13 Entrants
The University of Exeter is committed to providing equality of opportunity for applicants from all economic backgrounds and to minimising financial obstacles to higher education.
For 2012/13 the University of Exeter, like most other Higher Education Institutions, will be charging new full-time home/EU undergraduate students tuition fees of £9,000. The University of Exeter will however, be allocating a substantial amount of the revenue from these tuition fees to fee waivers and bursaries schemes to assist those who need help most.
7.1. ELIGIBILITY
7.1.1 Applicants must:
- Be ‘Ordinarily resident’ in England, Scotland, Wales or Northern Ireland (and classified as ‘home’ fee status for student support purposes) or
- Be classed as an EU student for student support purposes.

7.1.2 Applicants, who will NOT be eligible for a UK Access to Exeter Bursary, even if they meet the above criteria, are:
- Students undertaking a BSc Medical Imaging (Diagnostic Radiography), whose fees are paid by the NHS, or other courses where the fees are paid by a sponsor.

7.2.1 Applications can only be made by students who have been formally offered a place on a programme of study via UCAS at the University of Exeter (all campuses).
7.2.2 Authorisation to disclose financial assessment information to the University of Exeter must be provided when completing the student finance application via the relevant funding body*.
7.2.3 If an applicant has deferred entry to a course, the first bursary application should be made during the academic year preceding entry and not in the year of the deferral (if different).
7.2.4 Final confirmation of the amount of bursary awarded for the academic year will be provided on receipt of a student’s financial assessment through the relevant funding body*. The University of Exeter will only receive this information a student and their parent(s)/guardian (if applicable) gave consent to share household income information for bursary purposes in their student finance application.
7.2.5 Students from the EU who are not otherwise eligible to apply for means tested support from Student Finance England, will be required to complete an Higher Education Bursary Application Form (EU12B) so that the University of Exeter can receive details of their household income. This form will automatically be sent by Student Finance England to EU students who apply for a Tuition Fee Loan. EU students who wish to be considered for an Access to Exeter Bursary but who do not wish to apply for a Tuition Fee Loan will need to contact Student Finance England and request that this application form be sent to them.
7.2.6 Reassessment of a student’s financial position is occasionally undertaken by their funding body*. The University of Exeter may uplift your bursary award if there is adequate funding available, on receipt of a revised ‘final’ Financial Assessment.

7.3. SUBSEQUENT YEARS OF STUDY

- Continue on full time mode of study
- Register on an eligible course for the new academic year
- Have an assessed household which falls below the threshold for the relevant period
- Have given the required consent to allow the University of Exeter to have access to your ‘household income’ for the academic year you are entering.
- Abide by the University of Exeter’s regulations. If a student is engaged in misconduct, including academic offences and/or has any outstanding debts with the University of Exeter, the student will cease to be eligible and will have to repay or all of the sums received.

If a student is no longer eligible for a bursary following a reported change in household income, then they will be required to repay any funds (paid to the student within the current academic year) already received in full.

- Gap year students, not subject to variable tuition fees: If you start your programme of study in September/October 2011 after deferred entry in 2005, you will be treated as a 2005 starter and your tuition fee will be around £1,345 per year depending on your income and that of your household. You must have received confirmation of your deferred place by 1 August 2005 to qualify for this lower fee.
- Students undertaking a BSc Medical Imaging (Diagnostic Radiography): Your tuition fee will be paid by the NHS.
- During a study year abroad or year in industry: If, as part of your degree programme, you undertake a full year placement either in industry or at a university outside of the UK you will pay a reduced fee and are not eligible for the Access to Exeter Bursary in that year:
- Students who spend an academic year studying at a European university under the Socrates/Erasmus programme (exempt from tuition fees for that year).
- PGCE students are eligible for the mandatory bursary of £469 if they are in receipt of the full Maintenance grant of £2,906, but will not be eligible for additional support under either the national or regional Access to Exeter Schemes. 10.1.3 A bursary award can be made each year for up to four years of study, subject to a student’s tuition fee liability and financial assessment for each of those years. (Please refer to section 5)
10.2. APPLICATION PROCESS
10.2.1 Applications can only be made by students who have been formally offered a place on a programme of study via UCAS at the University of Exeter (all campuses).
10.2.2 Authorisation to disclose financial assessment information to the University of Exeter must be provided when completing your student finance application. See www.direct.gov.uk/studentfinance for details.
10.2.3 If an applicant has deferred entry to a course, the first bursary application should be made during the academic year preceding entry (except in the case of those who have deferred entry from 2005 to 2006) and not in the year of the deferral (if different), for the reasons outlined in 10.1.2).
10.2.4 Final confirmation of the amount of bursary awarded for the academic year will be provided on receipt of your Financial Assessment through ‘Student Finance Direct’. The University will only receive this information if you and your sponsors gave consent to share your Household Income information for bursary purposes when completing your student finance application.
10.2.5 Reassessment of a student’s financial position is occasionally undertaken if there have been significant changes to the student’s circumstances. The University may uplift your bursary award if there is adequate funding available, on receipt of a revised ‘final’ Financial Assessment.
10.2.6 In the event of a withdrawal or interruption of a student’s course, the University reserves the right to suspend all future payments and recover any payment made for which the student was not eligible in the case of a retrospective interruption.
10.2.7 Applications cannot be made retrospectively for a previous academic year. No application for a bursary award relating to the 2012/13 academic year can be made after 30th June 2013.
10.3. SUBSEQUENT YEARS OF STUDY
10.3.1 In order to continue to remain eligible for bursary assistance in future years of study, students will be required to:
- Continue on full time mode of study
- Register on an eligible course for the new academic year
- Have an assessed household income of below £35,000 per annum for the relevant period
- Have given the required consent to allow the University to have access to your ‘household income’ for the academic year you are entering.
- Abide by the University of Exeter’s regulations. If a student is engaged in misconduct, including academic offences and/or has any outstanding debts with the University of Exeter, the student will cease to be eligible and will have to repay or all of the sums received.
10.3.2 The amount of bursary may change each year as a result of a change of circumstances and/or the funding available.
10.3.3 Reassessment of a student’s financial position is occasionally undertaken if there have been significant changes to the student’s circumstances. The University of Exeter reserves the right to uplift your bursary award if there is adequate funding available, on receipt of a revised ‘final’ Financial Assessment.
10.4. PAYMENT
10.4.1 Your bursary will be paid as a BACS payment to a nominated bank account. Students will be given the opportunity to provide bank details on registration. The first instalment will be issued in November 2012, with subsequent payments being made in February and May 2013. The bursary cannot be used as a credit towards the accommodation deposit.
10.4.2 Bursary payments will be made on the condition that the student remains enrolled at the University and abides by the University’s regulations (www.exeter.ac.uk/staff/policies/calendar/) and that a ‘final’ Financial Notice has been received. The discretionary portion of any award will be withheld if the student withdraws prior to the payment date, and will be recovered if paid in error due to the timing of your withdrawal.

10.4.5 The University of Exeter will take steps to recover any funds paid during a term for which the student was not liable for tuition fees after withdrawal or interruption of studies.
10.4.6 Where the University of Exeter receives confirmation of an increase in household income from the relevant funding body* with the effect that a student’s entitlement to an Access to Exeter bursary decreases, any amount of overpaid bursary within the current academic year will be reclaimed. If a student is no longer eligible for a bursary following a reported change in household income, then they will be required to repay any funds (paid to the student within the current academic year) already received in full.

The University will not release any information provided in support of a bursary application to third parties without authorisation or as required by law.
10.5.2 If a student authorises Finance Services to release information from their student account to another person by completing a Data Protection Authority Statement or as part of online registration, then details of bursary transactions recorded on the student account may be released to that person. Students should note that this authority can be withdrawn at any point by the student, by writing to the Head of Student Finance.

11 University of Exeter National Scholarship Programme Fee Waivers Terms and Conditions - 2012/13 Entrants
The University of Exeter is committed to providing equality of opportunity for applicants from all economic backgrounds and to minimising financial obstacles to higher education.
In 2012/13 the University of Exeter, like most other Higher Education Institutions, will be charging new full-time home/EU undergraduate students tuition fees of £9,000. The University of Exeter will, however, be allocating a substantial amount of the revenue from these tuition fees to fee waivers and bursaries to assist those who need help most.
11.1 ELIGIBILITY
11.1.1 Applicants must:
- Be ‘Ordinarily resident’ in England, Scotland, Wales or Northern Ireland (and classified as ‘home’ fee status for student support purposes) or
- Be classed as an EU student for student support purposes.
- Have applied to, and been offered and accepted a place on a full-time or part-time undergraduate programme of study.
- Be assessed by the relevant funding body* as having a household income of £25,000 per annum or below.
- Be subject to the tuition fee of £9,000 (normally applicable to students with a start date after 1st August 2012).
- Have registered an interest in the National Scholarship Programme (referred to as NSP hereafter) by submitting a request for a means tested financial assessment through the relevant funding body*.
- Give consent for their funding body to share details of their financial assessment with the University of Exeter, to enable us to assess their eligibility for an NSP Fee Waiver.
- Not fall into 11.1.2.
11.1.2 Applicants, who will NOT be eligible for an NSP Fee Waiver, even if they meet the above criteria, are:
- Students undertaking a BSc Medical Imaging (Diagnostic Radiography), whose fees are paid by the NHS, or other courses where the fees are paid by a sponsor.
11.1.3 An award can be made each year for up to four years of study, subject to a student’s tuition fee liability and financial assessment for each of those years. Students will also need to continue to meet the other eligibility criteria.
11.1.4 Students who receive funding from Student Finance Wales will be eligible for a tuition fee grant in 2012/13 of £5,535, reducing their tuition fee liability to £3,465. These students will therefore be eligible for a proportion of the full NSP fee waiver, the maximum award will be £1,155.
11.1.5 If, as part of their degree programme, a student undertakes a full year placement either in industry or at a university outside of the UK, including as part of the Erasmus Exchange Programme, they will pay a reduced fee. Their NSP Fee Waiver will be paid in proportion to this fee.
11.1.6 Part-time undergraduate students, who meet the criteria described in 11.1.1 above and who are studying at least 25% of the full-time equivalent, will be eligible for the scheme. The fee waiver will be paid on a pro-rata basis.
11.2. APPLICATION PROCESS
11.2.1 Applications can only be made by students who have been formally offered a place on a programme of study via UCAS at the University of Exeter (all campuses).

11.2.3 Students from the EU, who are not otherwise eligible to apply for means tested support from Student Finance England, will be required to complete an Higher Education Bursary Application Form (EU12B) so that the University of Exeter can receive details of their household income. This form will automatically be sent by Student Finance England to EU students who apply for a Tuition Fee Loan. EU students who wish to be considered for an Access to Exeter Bursary, but who do not wish to apply for a Tuition Fee Loan will need to contact Student Finance England and request that this application form be sent to them.
11.2.4 Final confirmation of the amount of NSP Fee Waiver awarded for the academic year will be provided once a student has registered at the University of Exeter, and the University has received confirmation of household income from the relevant funding body*. The University will only receive this information if the student and their parent(s)/guardian (if applicable) gave consent to share household income information when completing their student finance application.
11.2.5 Students who are eligible under section 11.1 for the maximum £3,000 will be given the option of receiving £1,000 of this amount as an NSP Award. These students will be contacted through their University of Exeter MyExeter account after registration. They will be given 10 working days to choose whether to receive the full £3,000 fee waiver, or a £2,000 fee waiver and £1,000 NSP Award. If a response is not received within this time they will automatically be awarded the £1,000 award and £2,000 fee waiver. The decision made at this point will be final and binding.
11.2.6 Reassessment of a student’s financial position is occasionally undertaken by their funding body in the event that there has been a significant change to personal circumstances. The University of Exeter may revise a student’s entitlement to an NSP Fee Waiver on receipt of a revised ‘final’ Financial Assessment (see section 5).
11.2.7 Part-time students wishing to apply for the NSP Fee Waiver will be required to complete a University of Exeter NSP Fee Waiver application form and provide the specified proof of household income.
11.2.8 Applications cannot be made retrospectively for a previous academic year. No application for an NSP Fee Waiver relating to the 2012/13 academic year can be made after 30th June 2013.
11.3. SUBSEQUENT YEARS OF STUDY
11.3.1 In order to continue to remain eligible for the NSP Fee Waiver in future years of study, students will be required to meet the eligibility criteria described above and to:
- Register on an eligible course for the new academic year
- Have an assessed household income which falls below the required threshold for the relevant period
- Have given the required consent in their student finance application to allow the University of Exeter to have access to their household income for the academic year that they are entering.
- Abide by the University of Exeter’s regulations. If a student is engaged in misconduct, including academic offences and/or has any outstanding debts with the University of Exeter, the student will cease to be eligible and will have to repay or all of the sums received.
11.3.2 The amount of NSP Fee Waiver may change each year as a result of changes of circumstance and/or changes to the scheme.
11.4. PAYMENT
11.4.1 Eligible students will have their NSP Fee Waiver deducted from their tuition fees. This will be applied once the University of Exeter has received confirmation of the student’s household income from their funding body*, the student has registered for their course and, in the case of students eligible for the full £3,000, chosen whether or not they wish to receive £1,000 of this as an NSP Award.
11.4.2 Students who elect to receive the £1,000 NSP Award will receive the payment in three instalments paid into their nominated bank account. Students can provide their bank details when they register, or any time thereafter through their MyExeter account. Payment dates and amounts for 2012/13 are:

11.4.3 The University of Exeter will notify the Student Loans Company of the revised tuition fee liability of students who are assessed for an NSP Fee Waiver, or where they are reassessed as a result of a change in household income. Students whose fees are paid by a Tuition Fee Loan and whose entitlement to a fee waiver reduces will be required to contact the relevant funding body* to request an increase in their loan.
11.4.4 The NSP Partial Fee Waiver will be applied in line with a student’s tuition fee liability i.e. 25% of their overall entitlement after the first point of liability for fees, a further 25% after the second point, and the final 50% after the third.
11.4.5 Students who withdraw or interrupt their studies will cease to be eligible for an NSP Fee Waiver from the time that they withdraw or interrupt. Their entitlement to a fee waiver will be determined by their fee liability, so if they withdraw or interrupt after the date of fee liability in any given term, they will be eligible for a fee waiver for that term. The amount of fee waiver will be determined as described in 11.4.4. The £1,000 NSP Award will be apportioned in the same way.
11.4.6 Where the University of Exeter receives confirmation of an increase in household income from the relevant funding body* and a student is no longer eligible for any NSP support, their entitlement to a fee waiver for the year will be withdrawn and their fee liability will be increased to the full £9,000. Any amount of NSP Award that has been paid to a student within the academic year will be recovered in full.
11.4.7 Where the University of Exeter receives confirmation of an increase in household income from the relevant funding body* with the result that a student’s entitlement to a fee waiver is reduced, the university will apply the revised figure and reclaim any overpayment of fee waiver made in previous terms by reducing future entitlement. Where a student has elected to receive an NSP Award, the overall amount of support received, both in the form of fee waiver and NSP Award will be used to determine a student’s remaining entitlement.
11.4.8 Where the University of Exeter receives confirmation of a decrease in household income from the relevant funding body* and a student becomes eligible for an increased NSP Fee Waiver, this revised amount will be applied as an annual entitlement. Students who become eligible for the full £3,000 fee waiver will be given the option of receiving the £1,000 NSP Award at the point of reassessment.
11.4.9 The University of Exeter will not be responsible for any interest accrued on tuition fee loans which are subsequently returned to the SLC by the University after a student becomes eligible for an NSP Fee Waiver during the academic year.
11.4.10 The University of Exeter reserves the right to terminate a student’s eligibility if they are found to be in breach of any University regulations. (www.exeter.ac.uk/staff/policies/calendar). If a student is suspended (temporarily or permanent) further payments will not be paid.

13 Teaching Agency Training Bursaries for PGCE Students - Terms and Conditions - 2012/13 Entrants
13.1 This document sets out the terms and conditions attached to the receipt of the Teaching Agency Training Bursary for full-time Post Graduate Certificate of Education students. By completing registration with the University of Exeter, you are agreeing to comply with the terms and conditions of the bursary scheme and the Department of Education Teaching regulations.
13.2 The Training Bursary is only available to students who have been classified as Home/EU for fee purposes. International students are not eligible for the bursary. The only exceptions to this are for trainees who are ordinarily resident in the Channel Islands or Isle of Man. Payments made before eligibility has been properly assessed are made on a provisional basis and may be subject to repayment.
13.3 The Training Bursary is only available to students training in an eligible ITT subject. Trainees who are training to teach in applied business, applied science, business studies, citizenship, general or combined science, health and social care, leisure and tourism, media studies, psychology and social sciences (except economics) ITT courses will not attract any bursary, regardless of a trainee’s degree class.
13.4 The trainee must hold a UK first degree or equivalent, with at least a 2nd class honours.
13.5 The trainee must not already hold QTS, or be eligible to receive QTS.
13.6 The trainee must not be undertaking paid teaching work when receiving the bursary. Trainees who undertake paid teaching in a school or institution become ineligible to receive the bursary from the date they start work.
13.7 The trainee must be taking a qualifying postgraduate ITT course
13.8 The trainee must not be taking any other ITT course, scheme or programme. To be eligible for the training bursary, trainees must not be undertaking any other ITT course, training scheme or programme leading to QTS.
13.9 The trainee must comply with the terms and conditions of the bursary scheme, including:
- Promptly informing their ITT provider of any changes in their bank and address details
- Promptly informing their provider of their intention to withdraw.
- Understanding that they will be expected to seek a teaching post in England upon completion of their ITT if they are in receipt of a bursary and undertaking a designated route to QTS.
13.10 Trainees will receive their bursary award in equal monthly instalments throughout the academic year; however trainees in receipt of the larger awards will receive two enhanced payments over the course of their training.

13.11 Eligible trainees who withdraw from their course are entitled to be paid the training bursary for each month up to, and including the month in which they withdrew. Trainees will only be entitled to receive the bursary payment for that month if they are still on the course at the time the payment is made
13.12 The trainee will receive the enhanced payments at the end of the first half of their programme, and upon completion. The trainee will have to satisfy two conditions in order to receive these enhanced payments, which are:
13.13 That the trainee is present on programme at the end of the first half of their programme, and that the trainee completes their programme.
13.14 For enhanced payments, a trainee who withdraws after 1 January 2013 will not receive their enhanced payment in February.
13.15 Returning trainees who interrupt and then re-join their course will normally only is eligible to receive up to the value of the bursary award applicable in the year they started their course.
13.16 Where trainees return to repeat part of a course following failure, they will not be eligible for a new bursary.
13.17 If a trainee does not take any advanced standing or credit from a previous ITT course, and is being charged a new tuition fee, this is viewed as a separate route to QTS. However, trainees who have already received a full bursary award on a previous route to QTS will not be automatically be eligible for another bursary (in this instance, further guidance should be sought from the Teaching Agency on eligibility for a further bursary).
13.18 You must inform your college immediately of any changes to your circumstances that may affect either your attendance on the course or your eligibility for the bursary. Please note that students will be required to return any payments received for which they are not eligible. If a student is suspended (temporarily or permanent) further payments will not be paid.
13.19 Students will be required to submit bank details to the University of Exeter in order to make payment of the bursary. If bank details are not received prior to the 1st October 2012, there may be a delay in the payment of your bursary.
13.20 You must declare any bursary payments previously received.
