University Student Finance Regulations 2015/16

1. Introduction

These regulations provide financial information and guidance on payment of all fees and fines whilst studying at the University of Exeter.  It also covers deadlines, sanctions and penalties for non-payment and terms and conditions for funding schemes.

Students, including those paid by a third party, are responsible for ensuring all fees and fines are paid in accordance with these regulations that cover the university of Exeter academic year which starts on the 1 August.

Specific terms and conditions apply to University of Exeter scholarships and studentships. Reference should be made to the details supplied by the relevant College or Service.

Students of the University of Exeter studying at our campus in Cornwall (Penryn Campus) are subject to the fees rules and regulations stated above and below, with the exception of those items relating specifically to charges, deadlines and payment conditions for Accommodation. 2. Payment of Tuition & Accommodation Fees

Tuition and accommodation fees are chargeable for the academic period unless otherwise stated.  We would expect tuition and accommodation fees in future years to rise by a modest amount to take account of inflationary pressures.

Where the student receives an offer of a place on a full-time taught postgraduate programme or the part-time MA Western Esotericism, the student will need to pay a tuition fee deposit to confirm a place with the University of Exeter. Only students who are in receipt of an approved scholarship, studentships, in receipt of Financial Aid under the US William D. Ford Direct Loan Programme, or Canadian Educational Loans Programme or Professional Career Development Loan covering the full tuition fees and can provide documentary evidence of this are exempt from paying a deposit.  The deposit will be offset against the first term's tuition fees.  For more information please visit the University of Exeter “Postgraduate Taught Tuition Fee Deposit” webpages.

Where students register for individual modules, the tuition fee for each module must be paid in full prior to the commencement of the module. If the fees have not been paid in full prior to commencement of the module, then students are not permitted to take up their place on the module.

Research students are required to register and continue to pay tuition fees until such time as they transfer to continuation status. Continuation fees will then be charged, as appropriate, until the submission of the thesis. For more information please visit the University of Exeter “PGR Continuation Fees” webpages.

Students repeating all or part of an academic session will be charged an additional proportion of the annual fee. Students should expect to pay such fees personally, as sponsors (particularly the Student Loan Company) do not normally give financial support for repeat study.

Students with a contract for University of Exeter accommodation who occupy their room late remain liable for the full accommodation fees in accordance with their contract. If the contract starts on a date other than the start of a term, then students have 10 working days from the start date of their contract in which to pay their accommodation charge without penalty.

In the event that an overpayment is made, against the total annual tuition fee amount or the total accommodation fee, then the credit balance arising will be used to offset any debt or invoice (e.g. outstanding tuition or accommodation debts to the University of Exeter) on the Student’s account (whether arising from tuition, accommodation, or any other legitimate charge) in due date order.

Where there is no instruction from the payer or student to set the payment against a particular charge (e.g. against tuition, accommodation, or other invoices) the University of Exeter reserves the right to allocate the funds received in the following order on the student’s account:

  • Accommodation
  • Tuition
  • Any other outstanding debt to the University of Exeter

All payments made to and from the University of Exeter in respect of fees, fines, and other charges must be made in £ Sterling. Any currency conversion costs or other charges incurred in making a payment or in processing a refund shall be borne by the Student or the third party making or receiving the payment, and shall not be deductible from the amounts due to the University of Exeter. Please note that that none of the above methods can be deemed 100% secure due to the security weaknesses inherent in the global IT networks. You should be advised that if you do use these methods of payment, you do so at your own risk, so please take care to protect your financial information.

3. Sponsors & Student Funding Arrangements

Funding Information for Undergraduate & PGCE Students

Eligible UNDERGRADUATE and PGCE students can apply for finance through the relevant funding body (*Student Finance England, Student Finance Wales, Student Finance Northern Ireland or the Student Awards Agency for Scotland) via a secure online system. Students may be able to apply for a tuition fee loan and maintenance grant/loan via this system. Students should be aware that the amount they are able to borrow as a tuition fee loan will be verified by the relevant funding body* and that the University of Exeter has an obligation to notify the relevant funding body* of any discrepancies or inconsistencies in the details submitted.

Applications must be submitted annually to the relevant funding body*. Deadlines for completion and submission of the online application form are:

Funding is notified to students by a Student Finance Notification and a payment schedule from Student Finance England.

All students must provide their National Insurance Number to the relevant funding body* in order to receive any loan (tuition, maintenance or other) from the relevant funding body*.

Where an application has not been confirmed to Student Finance England/Wales/Scotland/Northern Ireland or funding confirmation has not been received by the University of Exeter, the full annual tuition fee becomes payable by the Student.

The University of Exeter may request that the balance of any tuition fee (the private contribution) is payable by the student within the appropriate payment deadline set. All Home/EU Undergraduate students will be able to apply for a Tuition Fee Loan to cover these costs but if no tuition fee loan is arranged, or it is of insufficient amount then the student is personally liable for the tuition fee balance.  Students are also liable for payment if there is any failure to pay the amount in whole or in part by the Student Loans Company. Where the student’s financial position is re-assessed by relevant funding body* and the private contribution is reduced as a result, the University of Exeter is unable to process any refund until formal notification of the change is received from relevant funding body*. For more information please see “Refunds” section of these regulations. In the event that the University of Exeter receives formal notification from relevant funding body* that a re-assessment has increased a student’s private contribution payable in respect of any academic year, the University of Exeter will invoice the student and the invoiced amount will fall due for payment to the University of Exeter within 10 working days. Queries regarding the reasons for re-assessment, the calculations used, or the basis of the decision should be addressed to the relevant funding body*.

Where the student changes to a “part-time mode of attendance” from a “full-time mode of attendance” for a full-time programme, the tuition fees will be charged as a “full-time mode of attendance”.

Other Sponsors

Students are responsible for ensuring that any fee to be paid to the University of Exeter by a sponsor is paid in full and on time.

Failure to ensure a sponsor pays by the due date and in full will be subject to debt management procedures.  For more information on failure to pay, please see “Deadlines, Sanctions & Penalties”.

Tuition Fees for full-time postgraduate students in receipt of awards from Research Councils and other similar sponsoring bodies will be collected by the University of Exeter from the body concerned.

4. Other Fees, Fines & Charges

Throughout the academic year, and during holiday periods, miscellaneous charges may be applied to a student’s account. Most commonly these are library fines, replacement books, residence charges, tutor fines, exam resits, field trips, etc.  Such charges should be paid by the due date. Non-payment by the due date will result in the account being placed within the standard debt chasing cycle.  For more information on failure to pay, please see “Deadlines, Sanctions & Penalties”.

If student use and/or borrow equipment from the University of Exeter, they are responsible for ensuring it is not damaged and returned back to the University of Exeter.  If the equipment is damaged or not returned, the student will be liable and will be required to make good the loss or damage.  Students will be notified by the University of Exeter if a charge will be payable.

A Late Registration Fee charge of £50 is payable where registration procedures are not completed or, where appropriate, registration or examination forms are not returned, by their due dates. The Late Registration Fee charge may be waived at the discretion of the University of Exeter.

5. Communications

Invoices & Statements

No invoices or statements are posted or provided in hard copy format to students as the information is online or sent by email.  Once students have registered tuition and/accommodation charges can be viewed online via an online statement account accessible through exehub

No invoices will be issued in respect of the standard accommodation fees as the amounts and payment dates are outlined in the accommodation contract which is available online via the Accommodation webpages.

The University of Exeter makes every effort to remind students of fees, fines, and other charges due by means of invoices, notices and statements. However these are reminders only and students are contractually responsible for paying fees, fines, and other charges on time whether invoices, notices or statements are received or not.

Email & Student Information Desk (SID) Communications

Email and SID is the official form of university communication.

All students are expected to check for messages on their University of Exeter email address at regular intervals. However, the University of Exeter reserves the right to send communication to other email addresses provided that is held on the student records system.

Release Authority

Students may authorise Finance Services to release and discuss the financial information from their student record with named individuals by completing the Data Protection Authority, via the student record system, submitting a completed form or by supplying authority by letter or email. This clause relates to disclosures requested by a student and not to disclosures which there is a legitimate interest of the University of Exeter where a student falls into arrears of payment to the University of Exeter, the University of Exeter may disclose adequate, relevant and sufficient personal data to a third party to enable the debts to the University of Exeter to be pursued and recovered.

This authority allows the University of Exeter’s staff to release any financial information from the student’s account in the legitimate course of the student’s activities during the period of study at the University of Exeter to the named person(s) (e.g. parents, sponsors, agents) and to discuss connected matters (e.g. invoices, payments and outstanding debts in relation to tuition, accommodation or other fees/fines) with those persons for the duration of the course and beyond if necessary. The Finance Services’ Data Protection Authority can be withdrawn by the student at any point by contacting recordsmanagement@exeter.ac.uk.

6. Deadlines, Sanctions & Penalties

In accepting the offer of registration, the student accepts a contractual liability to pay the tuition fee and/or accommodation fees for their year of study in accordance with these Regulations.

Penalties of Non-Payment

Students are required to meet all due dates of payment whether these are annual payments or instalments. Students whose accounts are not fully paid by the due dates will be subject to the debt management procedures below:

  • Your account may be passed to our External Debt Collection Agency

All debts to the University of Exeter are pursued. 

Persistent refusal to pay fees, charges, and penalties by the due dates, or any deferred date agreed by the Accounts Receivable Team (Debt Management), will be regarded as a major disciplinary offence and disciplinary/eviction action may result.

No student with an academic related debt will be permitted to attend Graduation/Degree ceremonies

Students in debt to the University of Exeter in respect of their accommodation will be subject to the provisions and penalties stated in the accommodation contract and may be refused accommodation provided by University of Exeter in the future.

The University of Exeter reserves the right to refuse to provide references to future landlords for such students.

The University of Exeter may request proof of financial difficulty by asking to see student debtor’s bank statements, credit card statements, and/ or other evidence of their financial position where deemed necessary to consider requests for extensions to payment deadlines, and in the negotiation of settlement arrangements.

By concession, the University of Exeter does provide the opportunity to pay fees in excess of £500 by instalment. The instalment provisions may be withdrawn from a student if the payment due dates are not met. The University of Exeter has the right to request credit references either from students or commercial organisations at any time, and can also withdraw or refuse instalment facilities if such references are unsatisfactory or if the student has previously fallen into arrears of payment to the University of Exeter within the current, or any previous academic year.

Debtor information may be released on a need to know basis to and/or exchanged between different offices of the University of Exeter in the legitimate course of student debt collection activities.  An example of this would be informing your College of outstanding debts to the University of Exeter

Should a student fall into arrears of payment to the University of Exeter, the University of Exeter may disclose adequate, relevant and sufficient personal data to a third party to enable the debts to the University of Exeter to be pursued and recovered.

No student with an academic related debt will be permitted to register for a subsequent academic session.

Where there are arrears at the end of the University of Exeter’s academic year (31st July) a student may not be permitted to re-register, unless an extension in writing has been granted by the Accounts Receivable Manager, within Finance Services.

Students whose accounts remain unpaid will be subject to further debt recovery procedures. This may include referral to tracing and/or referral to external debt recovery agents. Legal action may also be taken through the Courts for recovery. All additional administrative costs, including agents and Court fees, will be added to the account. Tracing agents’ and external debt recovery agents’ fees are not set by the University and are subject to change. They may be linked to the location of the debtor, and/or the steps taken in order to recover the debt, such as the involvement of local agents in overseas territories. Once a debt is referred to tracing agents or external debt recovery agents, all communications and negotiations should be with the tracing or debt recovery agent and not the University of Exeter.

The University of Exeter may inform the student’s sponsor, funding source, scholarship or bursary provider, guarantor, nominated individual(s) under their Data Protection Authority, external credit checking companies and credit bureaus (in the UK and overseas) of the debt. In some circumstances, this will affect continued and/or future funding to the student and/or their credit rating and ability to obtain credit.

Students or applicants who are, or become, subject to a Debt Arrangement Scheme under the provisions of the Debt Arrangement Scheme (DAS) Amendment Regulations 2004 (Scotland) are required to notify the University of Exeter immediately. Failure to do so will be deemed as a major disciplinary offence.

7. Interruptions/Withdrawals

Students who have applied for tuition fee loan funding from the relevant funding body (*Student Finance England, Student Finance Wales, Student Finance Northern Ireland or the Student Awards Agency for Scotland) should be aware that any reduction in tuition fees charged by the University of Exeter is notified directly to the relevant funding body (*Student Finance England, Student Finance Wales, Student Finance Northern Ireland or the Student Awards Agency for Scotland). Please note that there will be a corresponding impact on the maximum tuition fee loan that is permitted.

For students with Home/EU fee status on undergraduate or PGCE programmes transferring to another HE Institution before the end of the academic year (or any period of study for which a tuition fee is paid), no refund of tuition fees applies in respect of the remainder of that academic year (or period). The University of Exeter has, however, the authority to allow an ex gratia adjustment as it sees fit, and without precedent.

(b) Students with Home/EU/International/Islands fee status – Postgraduate Taught programmes

No refund will be applicable after the module has started. Requests for refunds prior to the start of a module will be referred to the College for consideration.

In the event that distance e-learning programmes of study are under-subscribed in an academic year, the University of Exeter reserves the right to cancel the programme. A full refund of tuition fees paid for the cancelled programme will be given to all affected applicants.

(e) Professional Career Development loans, US or Canadian Educational Loans

Students who have applied for Professional Career Development loans should be aware that if there is any change in basis of study or attendance they should notify the lender. 

Please note that any change in basis of study or attendance is notified to the relevant authority and that there will be a corresponding impact on the loan amounts permitted.

Special conditions apply to the refund of payments made via Professional Career Development Loans, US direct loans and Canadian loans due to the operating regulations of these funding schemes. It is a condition of the University of Exeter’s participation in these funding schemes that refunds are only processed in accordance with the relevant regulations.

(f) Refunds relating to referred Assessment Fees

In the event that a referred assessment fee is paid but the Student does not sit the referred assessment(s), the credit balance will be refunded within 28 days once it has been approved and the Accounts Receivable Team has received notification.  The additional fee for examination at an overseas location will not be refunded

(g) Refunds relating to Submissions

For Postgraduate Taught students who submit their final dissertation/project module, no refund of tuition fees applies in respect of the remainder of the term in which submission is made.

For Postgraduate Research students who submit their thesis/dissertation for examination, tuition fees will be refunded on a monthly basis, no refund of tuition fees applies in respect of the remainder of the month in which the submission is made.

Withdrawal or Interruption - Accommodation Fee Refunds

Accommodation fees are payable in accordance with the accommodation contract signed by the student and are not normally refunded or remitted if the accommodation is vacated early. Applications for refunds or remissions must be made to and approved in writing by the Assistant Director of Residences, Campus Services. The University of Exeter will take reasonable steps to re-let the accommodation, but this cannot be guaranteed. If the University of Exeter finds a replacement occupier, the balance of the accommodation paid will be refunded from the date of the new occupation, subject to any specified administrative costs incurred by the University of Exeter. 

The University of Exeter allows most students a concession enabling them to pay accommodation fees termly rather than in full at the start of the year. If payment for the current academic year is made in full or for more than one term for the current academic year by or on behalf of a student, no refund of future terms’ accommodation fees will be given except in exceptional circumstances. Applications for refunds or remissions must be made to and approved in writing by the Assistant Director of Residences, Campus Services. The University of Exeter will take reasonable steps to re-let the accommodation, but this cannot be guaranteed.

Other Information - Refunds

Students must not intentionally overpay their tuition, accommodation fees and related charges and costs due to the University in order to obtain their living costs or circumvent any government regulation or restriction. The University is not able to act as a clearance account and must abide by Money Laundering Regulations 2007.

All authorised refunds are returned to source, where source can be established, and wherever possible are paid by BACS.  For fees that are paid by credit/debit card at the counter or online then refunds due to the student will be credited back to the card that made the original payment.   

All refunds will be calculated in UK Sterling but may be refunded in the currency of the original payment. The University will not refund any shortfalls due to exchange rate fluctuations, or offer compensation for any bank or other charges incurred.

No refunds will be made in cash and no interest is paid on returned deposits or overpayments.

Refunds are not processed against individual receipts where there is an overdue balance on the student account but are applied to any outstanding balance.

In the event that the tuition fee payment(s) were made by a sponsor, the University of Exeter reserves the right to refund the relevant fee proportion to the sponsor.

Students wishing to attend certain programmes of study may be required to pay a non-refundable tuition fee deposit when the offer of a place is accepted. If a deposit has been paid and there is a refund due where cancellation rights apply, this will be carried out in accordance with the Consumer Protection (Distance Selling) Regulations 2000.

Once the Accounts Receivable Team has received notification of withdraws/interrupts and only when all account adjustments have been made, are reflected on the student account and the refund has been approved, the monies due will be refunded within 28 days.

9. Access to Exeter Bursary Terms and Conditions

Eligibility

Applicants must:

  • Be ‘Ordinarily resident’ in England, Scotland, Wales or Northern Ireland (and classified as ‘home’ fee status for student support purposes) or
  • Be classed as an EU student for student support purposes.
  • Have applied to, and been offered and accepted a place on a full-time undergraduate programme of study.
  • Have registered an interest in the UK Access to Exeter Bursary scheme, by submitting a request for a means tested financial assessment through their relevant funding body*. Students must also give consent for the funding body to share details of their financial assessment with the University of Exeter.  This will enable the University of Exeter to assess students’ eligibility for a bursary.
  • It is the responsibility of the student to inform the University of Exeter of any issues with regard to their statutory funding and to ensure that the funding awarded to them is correct.
  • Be assessed as having a household income for the year of entry and subject to a tuition fee as per the following table:

Applicants, who will NOT be eligible for a UK Access to Exeter Bursary, even if they meet the above criteria, are:

  • Students undertaking a BSc Medical Imaging (Diagnostic Radiography), whose fees are paid by the NHS or other courses where the fees are paid by a sponsor or a third party funder.

A bursary award can be made each year for up to four years of study, subject to a student’s tuition fee liability and financial assessment for each of those years. Students will also need to continue to meet the other eligibility criteria.

Application Process

Applications can only be made by students who have formally been offered a place on a programme of study via UCAS at the University of Exeter (all campuses).

Authorisation to disclose financial assessment information to the University of Exeter must be provided when completing the student finance application via the relevant funding body*.

If an applicant has deferred entry to a course, the first bursary application should be made during the academic year preceding entry and not in the year of the deferral (if different).

Final confirmation of the amount of bursary awarded for the academic year will be provided on receipt of a student’s financial assessment through the relevant funding body*. The University of Exeter will only receive this information if a student and their parent(s)/guardian (if applicable) gave consent to share household income information for bursary purposes in their student finance application.

Students from the EU who are not otherwise eligible to apply for means tested support from Student Finance England, will be required to complete a Higher Education Bursary Application Form (EU12B) so that the University of Exeter can receive details of their household income. This form will automatically be sent by Student Finance England to EU students who apply for a Tuition Fee Loan. EU students who wish to be considered for an Access to Exeter Bursary but who do not wish to apply for a Tuition Fee Loan will need to contact Student Finance England and request that this application form be sent to them.

Reassessment of a student’s financial position is occasionally undertaken by their funding body in the event that there has been a significant change in personal circumstances. The University of Exeter may revise a student’s entitlement to an ATE bursary on receipt of a revised ‘final’ Financial Assessment.

In the event of a reassessment of a student’s financial position due to verification of financial evidence, the University of Exeter may suspend or discontinue all future payments of the bursary where the reassessment results in a residual household income in excess of the eligibility criteria for the Access to Exeter Bursary.

Applications cannot be made retrospectively for a previous academic year. No application for a bursary award relating to the 2014/15 academic year can be made after 31st July 2015.

Subsequent Years of Study

In order to continue to remain eligible for bursary assistance in future years of study, students will be required meet the eligibility criteria described above, and to:

  • Register on an eligible course for the new academic year.
  • Have an assessed household income which falls below the threshold for the relevant period.
  • Have given the required consent to allow the University of Exeter to have access to your ‘household income’ for the academic year they are entering.
  • Abide by the University of Exeter’s regulations. If a student is engaged in misconduct, including academic offences and/or has any outstanding debts with the University of Exeter, the student will cease to be eligible and will have to repay or all of the sums received.

The amount of bursary may change each year as a result of a change of circumstances and/or the funding available. 

In the event of a reassessment of a student’s financial position due to verification of financial evidence, the University of Exeter may suspend or discontinue all future payments of the bursary where the reassessment results in a residual household income in excess of the eligibility criteria for the UK Access to Exeter Bursary.

Payment

Bursaries will be paid as a BACS payment to a nominated bank account. Students will be given the opportunity to provide bank details on registration.  The bursary cannot be used as a credit towards the accommodation deposit.

Bursary payments will be made on the condition that the student remains enrolled at the University of Exeter and abides by its regulations (www.exeter.ac.uk/staff/policies/calendar/) and that a ‘final’ Financial Notice has been received.  If a student is suspended (temporarily or permanent) further payments will not be paid.

The University of Exeter reserves the right to cease payment of the bursary if the recipient is found to be in breach of any its regulations. (www.exeter.ac.uk/staff/policies/calendar/). If a student is suspended (temporarily or permanent) further payments will not be paid.

The University of Exeter reserves the right to cease payments, to take steps to recover funds already issued, and to take any additional action deemed appropriate, if it transpires false information was provided during any application for bursary funding.

All bursary payments are made to assist students with course related expenses rather than tuition fees. The University of Exeter cannot be held responsible for any effect that this may have on the receipt of welfare benefits.

Interruption/Withdrawal

In the event of a withdrawal or interruption of a student’s course, the University of Exeter reserves the right to suspend all future payments and recover any payment made for which the student was not eligible.

With the exception of Term 1, students who withdraw or interrupt their studies will cease to be eligible from the time that they withdraw or interrupt.  If the date of withdrawal or interruption falls before the date that the bursary is paid for that term, then they will not be eligible to receive this payment.

Appeals

Once the University of Exeter receives an appeal, a panel will review the case and will respond formally within 28 days of receiving the appeal.

The deadline for appeals is the 31 October 2016.

* the term ‘funding body’ refers to Student Finance England, Student Finance Wales, Student Finance Northern Ireland or the Student Awards Agency for Scotland, depending on where the student is resident.

10. University of Exeter National Scholarship Programme Fee Waiver and Bursary Terms and Conditions

ELIGIBILITY

Applicants must:

  • Be ‘Ordinarily resident’ in England, Scotland, Wales or Northern Ireland (and classified as ‘home’ fee status for student support purposes) or
  • Be classed as an EU student for student support purposes.
  • Have applied to, and been offered and accepted a place on a full-time undergraduate programme of study.
  • Have registered an interest in the National Scholarship Programme (referred to as NSP hereafter), by submitting a request for a means tested financial assessment through their relevant funding body*. Students must also give consent for the funding body to share details of their financial assessment with the University of Exeter.  This will enable the University of Exeter to assess students’ eligibility for a bursary.
  • It is the responsibility of the student to inform the University of Exeter of any issues with regard to their statutory funding and to ensure that the funding awarded to them is correct.
  • Be assessed as having a household income for the year of entry and subject to a tuition fee as per the following table:

Applicants, who will NOT be eligible for an NSP fee waiver and NSP Bursary, even if they meet the above criteria, are:

  • Students undertaking a BSc Medical Imaging (Diagnostic Radiography), whose fees are paid by the NHS or other courses where the fees are paid by a sponsor or a third party funder

An award can be made each year for up to four years of study, subject to a student’s tuition fee liability and financial assessment for each of those years. Students will also need to continue to meet the other eligibility criteria.

If, as part of their degree programme, a student undertakes a full year placement either in industry or at a university outside of the UK, including as part of the Erasmus Exchange Programme, they will pay a reduced fee. Their NSP fee waiver will be in proportion to this fee.

APPLICATION PROCESS

Applications can only be made by students who have been formally offered a place on a programme of study via UCAS at the University of Exeter (all campuses).

Authorisation to disclose financial assessment information to the University of Exeter must be provided when completing the student finance application via the relevant funding body*.

Students from the EU, who are not otherwise eligible to apply for means tested support from Student Finance England, will be required to complete a Higher Education Bursary Application Form (EU12B) so that the University of Exeter can receive details of their household income. In the event of a reassessment of a student’s financial position due to verification of financial evidence, the University of Exeter may suspend or discontinue all future payments/waivers of the NSP fee waiver and NSP Bursary where the reassessment results in a residual household income in excess of the eligibility criteria for the NSP fee waiver and NSP Bursary.

PAYMENT

The University of Exeter will notify the Student Loans Company of the revised tuition fee liability of students who are assessed for an NSP Fee Waiver, or where they are reassessed as a result of a change in household income. Students whose fees are paid by a Tuition Fee Loan and whose entitlement to a fee waiver reduces will be required to contact the relevant funding body* to request an increase in their loan.

The NSP Partial Fee Waiver will be applied in line with a student’s tuition fee liability i.e. 25% of their overall entitlement after the first point of liability for fees, a further 25% after the second point, and the final 50% after the third.

Where the University of Exeter receives confirmation of an increase in household income from the relevant funding body* with the result that a student’s entitlement to a fee waiver is reduced, the university will apply the revised figure and reclaim any overpayment of fee waiver made in previous terms by reducing future entitlement.  Where a student has elected to receive an NSP Bursary, the overall amount of support received, both in the form of NSP fee waiver and NSP Bursary will be used to determine a student’s remaining entitlement.

Where the University of Exeter receives confirmation of a decrease in household income from the relevant funding body* and a student becomes eligible for an increased NSP fee waiver and NSP Bursary, this revised amount will be applied as an annual entitlement. 

The University of Exeter will not be responsible for any interest accrued on tuition fee loans which are subsequently returned to the SLC by the University after a student becomes eligible for an NSP Fee Waiver during the academic year.

The University of Exeter reserves the right to terminate a student’s eligibility if they are found to be in breach of any University regulations. (www.exeter.ac.uk/staff/policies/calendar). If a student is suspended (temporarily or permanent) further payments will not be paid.

INTERRUPTION/WITHDRAWAL

In the event of a withdrawal or interruption of a student’s course, the University of Exeter reserves the right to suspend all future awards and recover any payment made for which the student was not eligible in the case of a retrospective interruption.

With the exception of Term 1, students who withdraw or interrupt their studies will cease to be eligible for an NSP Fee Bursary from the time that they withdraw or interrupt.  If the date of withdrawal or interruption falls before the date that the NSP Fee Bursary is paid for that term, then they will not be eligible to receive this payment.  

Students who withdraw or interrupt their studies will cease to be eligible for a NSP Fee Waiver from the time that they withdraw or interrupt. Their entitlement to a fee waiver will be determined by their fee liability, so if they withdraw or interrupt after the date of fee liability in any given term, they will be eligible for a fee waiver for that term.

11. National College of Teaching and Leadership Training Bursaries for PGCE Students Terms and Conditions

This document sets out the terms and conditions attached to the receipt of the National College of Teaching & Leadership Training Bursary for full-time Post Graduate Certificate of Education students. By completing registration with the University of Exeter, you are agreeing to comply with the terms and conditions of the bursary scheme and the Department of Education Teaching regulations.

The Training Bursary is only available to students who have been classified as Home/EU for fee purposes. International students are not eligible for the bursary. The only exceptions to this are for trainees who are ordinarily resident in the Channel Islands or Isle of Man. Payments made before eligibility has been properly assessed are made on a provisional basis and may be subject to repayment.

The Training Bursary is only available to students training in an eligible ITT (Initial Teacher Training) subject. Trainees who are training to teach in applied business, applied science, business studies, citizenship, general or combined science, health and social care, leisure and tourism, media studies, psychology and social sciences (except economics) ITT courses will not attract any bursary, regardless of a trainee’s degree class.

The trainee must hold a UK first degree, or equivalent, with at least a 2nd class honours.

The trainee must not already hold QTS (Qualified Teacher Status), or be eligible to receive QTS.

The trainee must not be undertaking paid teaching work when receiving the bursary. Trainees who undertake paid teaching in a school or institution become ineligible to receive the bursary from the date they start work.

The trainee must be taking a qualifying postgraduate ITT course.

To be eligible for the training bursary, trainees must not be undertaking any other ITT course, training scheme or programme leading to QTS.

The trainee must comply with the terms and conditions of the bursary scheme, including: 

  • Promptly informing their ITT provider of any changes in their bank and address details
  • Promptly informing their provider of their intention to withdraw or interrupt their studies.
  • Understanding that they will be expected to seek a teaching post in England upon completion of their ITT if they are in receipt of a bursary and undertaking a designated route to QTS.

Trainees will receive their bursary award in equal monthly instalments throughout the academic year; however trainees in receipt of the larger awards will receive two enhanced payments over the course of their training.

Eligible trainees who withdraw or interrupt from their course are entitled to be paid the training bursary for each month up to, and including the month in which they withdrew. Trainees will only be entitled to receive the bursary payment for that month if they are still on the course at the time the payment is received.

The trainee will receive the enhanced payments at the end of the first half of their programme, and upon completion. The trainee will have to satisfy two conditions in order to receive these enhanced payments, which are:

That the trainee is present on programme at the end of the first half of their programme, and that the trainee completes their programme.

For enhanced payments, a trainee who withdraws after 1 January 2013 will not receive their enhanced payment in February.

Returning trainees who interrupt, and then re-join their course, will normally only be eligible to receive up to the value of the bursary award applicable in the year they started their course.

Where trainees return to repeat part of a course following failure, they will not be eligible for a new bursary.

If a trainee does not take any advanced standing or credit from a previous ITT course, and is being charged a new tuition fee, this is viewed as a separate route to QTS. However, trainees who have already received a full bursary award on a previous route to QTS will not be automatically be eligible for another bursary (in this instance, further guidance should be sought from the Teaching Agency on eligibility for a further bursary).

You must inform your college immediately of any changes to your circumstances that may affect either your attendance on the course or your eligibility for the bursary.  Please note that students will be required to return any payments received for which they are not eligible.  If a student is suspended (temporarily or permanent) further payments will not be paid.

Students will be required to submit bank details to the University of Exeter in order to make payment of the bursary. If bank details are not received prior to the 29 September 2015, there may be a delay in the payment of your bursary.
